- RECOVERY - This notice is provided for informational purposes only. This requirement will be procured on a non-competitive basis under an 8(a) STARS II contract to develop software that will be used to generate test cases, test systems against heath IT standards, and report results. This Pre-Award Notice is hereby issued in accordance with the guidance for the American Recovery and Reinvestment Act of 2009. This project is being funded using American Recovery and Reinvestment Act funds. The Contractor shall furnish professional support experienced in health IT standards and software development to carry out the software development activities at the Department of Commerce, National Institute of Standards and Technology (NIST), Gaithersburg, MD. Description of Services The Health IT Transactional Testing project of the Software and Systems Division (SSD) of the National Institute of Standards and Technology (NIST) has a number of activities that require the development of software that will be used to generate test cases, test systems against heath IT standards, and report results consistently. The project needs contractor support experienced in health IT standards and software development to carry out the software development activities. One area of focus of Health IT Transactional Testing effort is the development of the NIST Connectathon and Pre-Connectathon tools. The Pre-Connectathon Test Tool is used to fulfill V2 and V3 PIX/PDQ Pre-Connectathon testing requirements. The tool supports Instance Testing (e.g., against HL7 2.x or CDA), Isolated System Testing and Peer-to-Peer System Testing. Under this task order, the Contractor shall furnish advanced software development expertise to assist SSD in providing leadership and technical expertise in the development of software tools to generate test cases in support of the Heatlh IT Transactional Testing project. The requirement is being awarded as a task order under 8(a) STARS II contract GS-06F-0942Z (Contractor name: Dakota Consulting, Inc.).
