Description
This is a follow-on Pre-Solicitation Notice to the Sources Sought Notice. This notice does NOT constitute a request for proposal, request for quote or invitation for bid. Dobbins Air Reserve Base has a requirement to maintain, repair and construct the Airfield Storm Drainage System at Dobbins ARB, GA. The project scope is to maintain and repair the drainage system and construct detention ponds with piping underground retention and control structure to prevent further deterioration, increase capacities, reduce erosion problem and future maintenance costs. Minimize any standing water problems on the runway or water impoundments/runoff in the infield area that may be a hazard to aircraft, equipment (such as aircraft arresting system) and/or attract birds. Furthermore, this effort will eliminate headwalls or make frangible those that violate UFC standards. Special requirements/concerns related to this project are: completion of two construction phases which will incorporate trenchless excavation (pipe size between 48” – 108” with lengths in excess of 200 ft.); engineered open trenches in excess of 30 ft. in depth that involve OSHA compliant shoring techniques; jack & boring under active runways and taxiways; removing and replacing high load concrete on airfield pavements; storm drain culverts; dewatering in excess of 500 LF; installation of box culverts (72”-84”) in excess of 300 LF; and above ground and underground detention facilities. Work within the clear zone of the runway will be conducted during two 30 day runway closures for construction phase one and a displaced runway threshold for construction phase two. Experience may be required for implementing a displaced runway threshold within a specified time frame, placement of low density cellular concrete, Compliance with Clean Water Act 401/404 Permits and Purchasing of Wetland Mitigation credits. The Air Force intends to award a contract with an 18-month (540-calendar day) period of performance. The estimated magnitude of the entire contract is more than $10,000,000.00. This is 100% SMALL BUSINESS SET-ASIDE ACQUISITION. The NAICS code is 237990 and the Size Standard is $33.5M. The Contractor MUST meet requirements of FAR 52.219-14 by providing at least 15% of the work. NOTES: 1. In accordance with FAR 4.1102 and DFARS 252.204-7004, Required Central Contractor Registration, Contractor must be registered in Central Contractor Registry (CCR) prior to award. Registration may be accomplished at http://www.ccr.gov. 2. The solicitation FA6703-12-R-0002 with the official specifications and drawings will be available on the World Wide Web on or about 16 April 2012 at http://www.fbo.gov. The period of performance is 18-months (540-calendar days). 3. Hard copies of the solicitation will not be provided. You may; however, download and print the file from the web site www.fbo.gov. 4. You shall provide a signed copy of the SF 1442 and all pertinent requested information at the time and place specified in the solicitation for receipt of proposals. 5. Site Visits: There will be two Site Visits for this project; Monday 30 April 2012 and Monday, 14 May 2012. You may attend both site visits. You will be required to complete a DARB5 form (one per each member). Further details concerning site visit will be posted NLT 16 April 2012. 6. Contractors shall be capable of securing bonding for the total proposed amount. 7. Contractors that are Debarred, Suspended, or Proposed for Debarment are excluded from receiving contracts. Also, Agencies shall not consent to subcontract with these contractors. 8. NOTE TO THE OFFEROR(s): “Funds are not presently available for this project. No award will be made until funds are available to make payments under a contract. The government reserves the right to cancel this solicitation, either before or after bid opening/RFP closing with no obligation to the offeror by the government.”
