- NOTICE TO OFFEROR; FUNDS ARE NOT PRESENTLY AVAILABLE FOR THIS PROJECT. NO AWARD WILL BE MADE UNDER THIS REQUEST FOR PROPOSAL (RFP) UNTIL FUNDS ARE AVAILABLE. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS RFP EITHER BEFORE OR AFTER THE RFP CLOSING DATE. The 410th Contracting Brigade, Soto Cano AB, Honduras intends to Issue a Request for Proposal (RFP) to award a single firm fixed price contract to provide all labor, tools, materials, equipment, transportation, supervision and other items necessary for the site preparation, walkway platform with stairs for access to the shower units, and water distribution and storage system for the shower units from the existing main water line with discharge at Mocoron Military Army base, Gracias a Dios Department, Honduras. The statement of work (SOW) includes: 1. Conduct site preparation including clearing, grubbing along with topographic survey with submission of proposal. 2. Provide preparation for adequate surface drainage to prevent unnecessary erosion and runoff, and will require submission of a drainage plan with proposal. 3. Provide compaction of site area for preparation of delivery of gravel base for the shower unit area. 4. Provide and deliver adequate amount of gravel to provide 3 inches of surface coverage of the site area estimated at 3200 square feet. 5. Install structural base for stability of shower units providing a minimum of six feet of clearance underneath the shower units. 6. Install platform system and one set of stairs for connection of the shower units to provide access to the shower facilities. 7. Provide and installation of a water distribution and storage system from the existing main line and discharge line to the ocean for gray water. PROJECT MAGNITUDE IS Between $100,000 and $250,000 The period of performance is 60 days after receipt of Notice to Proceed. This procurement is being issued as unrestricted. All responsible sources may submit a proposal. The office proposes to post RFP# W912QM-12-R-0008 to the FedBizOpps website (http://fbo.gov) on or about 2 Apr 2012 with an estimated 30 calendar day's response time. Once the solicitation is issued, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. Site visit information will be provided in the solicitation package. Contract award will be determined using the Source Selection procedures in FAR Part 15. All contractors are reminded, in accordance with DFARS 252.204-7004, Required Central Contracting Registration, that lack of registration in the CCR database BY AWARD DATE may make a contractor ineligible for award. Please acknowledge all requirements in proposals. All interested parties are encouraged to attend the site visit. NO PARTIAL QUOTES WILL BE CONSIDERED. NO PARTIAL AWARDS WILL BE MADE. No response to this notice is necessary. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any proposal preparation costs. Any questions, requests for information (RFI's) etc. relating to the upcoming solicitation must be submitted in writing via email to the individuals designated in the solicitation. Telephone requests for packages, questions, RFI's etc. WILL NOT be accepted.
