2012-S-037 Attachment A WC Features and Functionality Matrix THIS IS A SOURCES SOUGHT ANNOUNCEMENT TO PREQUALIFY VENDORS. THIS IS NOT A FORMAL REQUEST FOR PROPOSAL (RFP). The United States Senate Office of the Sergeant at Arms (SAA) is seeking qualified sources for a Commercial-Off-The-Shelf (COTS) solution for Webcasting (WC). The service is to include streaming all sessions of the Senate floor live and from video archives inside the Senate network for Senate staff, and externally to constituents on Vendor's Content Delivery Network (CDN); and ability to cut video clips from live and archived Senate floor webcasts. REQUIREMENTS The SAA invites all qualifies sources to respond to this Sources Sought Notice (SSN). To be considered a vendor's response must provide all of the following: •1. 1. A Features and Functionality Matrix is included as Attachment A to this Notice (Matrix). Vendors are invited to complete the Matrix, by filling in the appropriate cells (located in columns C and D). The Matrix must be submitted in an.xlsx format. •2. 2. Solution Description: description of the proposed WC solution by each applicable functional area. •3. 3. Network Diagram: Graphic display of overall solution, including all servers and components, the provider's content delivery network, and all network communication flows for clients and services. •4. 4. Maintenance and Support: description of available maintenance and support programs for the WC. •5. 5. Organizational Information: Offeror's Dun and Bradstreet number and point of contact with office address, telephone and e-mail address. •6. 6. Past Performance References: Provide three (3) references for current customers for projects or contracts demonstrating direct experience on implementations of webcasting solutions with similar features and scale as the United States Senate. The SAA reserves the right to check references to evaluate past performance. The vendor will include the following information for each current customer reference provided: a) Organization name; b) Point(s) of Contact (POC) who can speak to the details of the project, the title of the POC and the POC's phone number; c) Contract number; d) Project title; e) Period of performance; f) Short, concise description of services provided and work conducted related to the requirements. Each of the three Past Performance descriptions is not to exceed 1 page. •7. 7. Price List: A current COTS WC commercial price list for products, services and content distribution. •8. 8. Sales Literature: URL for online sales literature. •9. 9. The response shall not exceed 20 pages, excluding the completed Matrix. There is no page limitation to the Matrix. INSTRUCTIONS Responses to this Sources Sought Notice request are due to the POC no later than April 16, 2012, at 2 PM EDT, and must be submitted by email to: acquisitions2012@saa.senate.gov to the attention of Jill T. Johnson. The subject line of the email message will be: "2012-S-037 Webcasting CDN Service". No other method of transmittal will be accepted. Unnecessarily elaborate submissions are discouraged. Pages submitted over the page limitation may be discarded. Access by the SAA to information in any files attached to the response is the responsibility of the submitting party. Neither the SAA nor the Senate is responsible for any failure to access vendor information. This sources sought notice is not a request for proposal and in no way obligates the Senate in an award of a contract. The information contained in this notice will be the only information provided by the SAA or Senate during the Sources Sought process. All qualified sources should respond to this Sources Sought Notice by submitting an information package in accordance with the instructions provided. Failure to provide information requested in this Notice will result in disqualification of the vendor from further consideration. Vendors responding to this notice and deemed qualified by the SAA could be requested to submit a proposal in response to a solicitation. Only vendors deemed qualified will be invited to submit proposals. If suitable responses are received from qualified sources, the SAA anticipates release of a solicitation in May 2012. The SAA will not conduct debriefings on the results of this qualification process based upon the anticipated volume of responses it will receive. Neither the SAA nor the Senate will be responsible for any costs for the preparation of responses to this request. THIS IS NOT A REQUEST FOR PROPOSAL. THIS NOTICE CONSTITUTES THE ENTIRE SOURCES SOUGHT NOTICE AND IS THE ONLY INFORMATION PROVIDED BY THE SAA OR SENATE. TELEPHONE OR E-MAIL QUESTIONS OR REQUESTS FOR ADDITIONAL INFORMATION WILL NOT BE HONORED.
