Synopsis i. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. ii. The RFP solicitation number is VA373-12-R-0009 iii. This solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-57. iv. This solicitation is set aside for total small business concerns only. The applicable North American Industry Classification System (NAICS) code for this solicitation is 333120 and the small business size limitation is 750 employees. v. The contractor shall provide all materials, parts, supplies, services, labor, transportation, facilities and supervision to deliver and train on the following equipment. Please provide a detailed firm-fixed price per each item listed above. The Government intends to evaluate proposals and make awards(s) without discussions with offerors (except for needed clarifications as per FAR 15.306(a). Therefore, your initial proposal should contain your best terms, as it pertains to cost/pricing. Do not assume you will have the opportunity to clarify, discuss, or revise your original proposal. At Governments discretion, offerors may be asked for more information or to clarify their offer, request for such information doesn't constitute discussions. However, the Government reserves the right to conduct discussions if the Contract Officer later deems it necessary. The Government will award a contract resulting from this solicitation to the responsible offeror whose proposal conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Selection will be made based on the offerors ability to meet item requirements and the delivery time of 30 days after receipt of order at the best price. Past performance will also be considered in the evaluation. When evaluating for the SDVOSB & VOSB factor it will depend if a proposal is received by a verified Service Disabled Veteran Owned Small Business (SDVOSB) concern, preference will be given by adding 10% to the total amount for each line item for all other business concerns that are not SDVOSB except for Veteran Owned Small Business (VOSB) concerns who will have a 3% preference added to the total amount for each line item. If a proposal is received by a VOSB concern, but not an SDVOSB concern, preference will be given by adding 7% to the total amount for each line item for all small business concerns. x.
