- Request for Information DOL121RI20480 Title: Outreach and Help Line (Call Center) Technical Support Background: The America's Service Locator (ASL) is a Web site that connects individuals to employment and training opportunities available at local One-Stop Career Centers by allowing them to search by zip code or city and state to find relevant workforce services near their home, office, or school. In addition, the Web site provides contact information for a range of local services, including unemployment benefits, career development, and Workforce System Contacts. The information in the ASL database is updated twice a year and can be used to connect ETA with the workforce investment system via E-mail communication. The Toll-Free Help Line (TFHL), 1-877-US2-JOBS, is the communication tool that reaches the population that prefers to use a telephone to obtain up-to-date, accurate information about the full range and location of workforce services to employers, workers/job seekers, and workforce professionals. Along with ASL, it is the "front door" to our services administered at the Federal, state, and local levels. The TFHL has the ability to react swiftly to create and activate scripts to assist in state and local emergencies as evidenced during the times of hurricanes, tornados, and floods (example Katrina and Iowa), California wild fires, 9-11, and others. It serves as an immediate solution during national emergencies when the internet is down or unavailable and refers over 242,000 callers to these services each year, and is a part of the DOL National Call Center. Description: The U.S. Department of Labor is seeking qualified contractors that have experience working with Employment and Training Administration (ETA) programs and implementing outreach strategies as well as providing technical assistance on ETA's Toll-Free Help Line. ETA is conducting market research to identify firms that are currently listed under Mission Oriented Business Integrated Services (MOBIS) Schedule 874.1 (Consulting Services). The proposed acquisition will be classified under the North American Industry Classification (NAICS) Code 541611, and the Size Standard is $7 million. All contractors responding to this announcement must demonstrate their experience in successfully doing the aforementioned work. Please be advised that the following factors will be used to gauge the capability of a firm who responds to this request for information. Therefore, a firm's capabilities statement should demonstration: •1. Working knowledge of ETA programs and initiatives; •2. Serving as a liaison between several entities, including Federal department and agencies, state and local entities, contractors, and grantees; •3. Consulting with and providing technical assistance to program staff in writing call center scripts; •4. Assisting in the outreach efforts including conducting workshops and conferences, working at information booths, and preparing outreach materials; •5. Analyzing call center metrics and identifying operational improvements; and •6. Maintaining a file management system for call center scripts. All interested parties are invited to submit a capabilities statement, to Ms. DaVeana Johnson, Contracting Specialist, Division of Contract Services, 200 Constitution Avenue NW, Room N4643, Washington, DC 20210. Responses are due March 30, 2012, by 2:00 p.m. EDT. Electronic copies of capability statements are preferred and may be mailed to Johnson.DaVeana@dol.gov. The response must be specific to each of the factors listed above to demonstrate that the respondent is capable. The submittals shall not exceed 10 pages, TOTAL. A determination by the Government to proceed with the acquisition as a set-aside is within the discretion of the Government. Please be advised that telephone inquiries will not be accepted.
