- This pre-solicitation notice is for construction services to install a 5,000-gallon dual compartment fiberglass septic tank in series with an existing septic tank near Forks, Washington on the Hoh Indian Reservation in Jefferson County, Washington. Work will include removing a manhole, removal/abandonment of unused sewer lines, risers baffle and effluent filter and deadman anchors for new tank; and installation of a 4-inch pipe between the new tank and the existing tank. Excavation, backfill, compaction, grading, site restoration, and seeding is also a part of the project. The estimated project magnitude is between $25,000 and $100,000. The anticipated performance period will be 45 calendar days after notice to proceed. The anticipated contract will be firm-fixed price. Bonding will be required. The contract will be subject to the Buy American Act for construction materials. This contract opportunity is set-aside for small business. NAICS code 237110, Water and Sewer Line and Related Structures Construction, applies. The small business size standard is $33.5 Million. Registration is required at the Central Contractor Registration (online at www.ccr.gov ) and Online Representations and Certifications (ORCA, online at www.bpn.gov ). All eligible and responsible sources may submit a quote which shall be considered by the agency. The anticipated contract will be with a federal agency, the Indian Health Service. The contractor will be required to comply with requirements of the Hoh Indian Tribe as the local government with jurisdiction. This includes T.E.R.O., permits, or fees. This is a pre-solicitation notice. A Request for Quotes (RFQ) will be released through www.fbo.gov on or around April 10, 2012.
