- TECHNICAL SUPPORT FOR DEVELOPMENT AND IMPLEMENTATION OF THE UNREGULATED CONTAMINANT MONITORING REGULATION AND DRINKING WATER STANDARDS DEVELOPMENT (SOL-CI-12-00010) The U.S. Environmental Protection Agency (EPA) requires contractor support to provide technical, analytical, and administrative support services for the Unregulated Contaminant Monitoring Regulation (UCMR). The Agency has the responsibility to investigate chemical and microbiological contaminant occurrence to characterize drinking water threats. EPA relies on independent research efforts but also is heavily engaged in conducting occurrence studies to obtain new data. The largest of these is the monitoring program mandated by the UCMR. The UCMR is a cyclic monitoring program that allows the Office of Ground Water Drinking Water (OGWDW) to evaluate contaminant occurrence in finished drinking water. Every five years EPA selects, through the process of regulatory proposal and promulgation, a new group of contaminants for monitoring. Data collected under UCMR can then be correlated with the consumer population to conduct an assessment of contaminant exposure. This assessmen t supports OGDW?s mandate to make determinations on the regulation of currently unregulated contaminants. The RFP SOL-CI-12-00010 will be solicited as a total small business set-aside. The applicable NAICS code designation for the acquisition is 541620 with a size standard of $14 million. The Government anticipates award of a single Cost-Plus-Fixed-Fee (CPFF)-Term contract from this solicitation with a base year and five option years. The period of performance for the resultant contract is anticipated to begin on or about August 1, 2012. This is a follow-on to contract EP-C-06-041. The solicitation is expected to be issued no earlier than April 9, 2012 on EPA?s website: http://www.epa.gov/oam/cinn_cmd. This office does not intend to mail hard copies of the solicitation. It is the responsibility of the offerors to frequently check the EPA website for updates or changes. All responsible sources may submit a proposal which will be considered by the agency. Contract award will be made in accordance with FAR Part 15, Contracting Negotiation. Due to unavoidable organizational conflict of interests, the Government will exclude any entities that own or operate a certified analytical laboratory facility that performs drinking water monitoring and sample analysis for the UCMR and are therefore considered ineligible for award of this contract (See http://www.epa.gov/oam/cinn_cmd). A draft Performance Work Statement (PWS) and draft Conflict of Interest Clauses can be obtained from the OAM website, http://www.epa.gov/oam/cinn_cmd/.
