Description
This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse (NIDA), Intramural Research Program (IRP) intends to solicit, negotiate and award a purchase order on a noncompetitive basis with Med Associates P.O. Box 319 St. Albans VT 05478. National Institutes on Drug Abuse (NIDA), Division of Intramural Research in Baltimore, Maryland. The Gardner/Xi laboratory has the need for mice behavioral chambers for their research into the mechanism of addiction. These chambers will be used to train animals to perform reward-learning experiments. All chambers require end users to be fluent in its unique programming language. Operant chambers will not function properly without extensive knowledge of the system's proprietary programming language. The Gardner/Xi laboratory has extensive experience with Med Associate equipment and within this period, has developed the expertise and a unique set of programs that we routinely use in our research protocols. In addition, because there will be need to sync many of the behavioral outputs with other third-party equipments (i.e. lasers, electrophysiological recording), we know that Med Associates will be able to custom build adapters that will enable us to perform these intricate experiments. The acquisition is being conducted under simplified acquisition FAR 13 and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
