Description
This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse (NIDA), Intramural Research Program (IRP) intends to solicit, negotiate and award a purchase order on a noncompetitive basis with Noldus Information Technology, Inc. 1503 Edwards Ferry Road, Suite 201 Leesburg, Virginia 20176. The National Institutes on Drug Abuse (NIDA), Division of Intramural Research in Baltimore, Maryland. The Gardner/Xi laboratory has the need for video tracking software for their research into the mechanism of addiction. This software will enable real-time monitoring and analysis of in vivo optogenetic experiments. Two licenses are required separate chambers for rats and mice. The Bonci laboratory has extensive experience with Noldus software and has developed the expertise and a unique set of parameters optimized for efficient monitoring and quantifying behavioral movements. Bonci lab members will support the Gardner/Xi lab to quickly set up this system to perform optogenetic behavioral research. The Catwalk system is used to assess gait in rodents. The multiparameter measurements allow for identification of changes to an animals gait in response to injury, disease or drug exposure. Our group will use this as an objective measure of impaired gait as a consequence of stroke, chronic methamphetamine or other lesions to the dopaminergic system. Importantly, it can be used to assess recovery from such injuries. In addition, it can be used as a behavioral assessment of "impairment" for animals self administering drugs. For example, for self administration of drug in rodents, it could be used to examine the effects of the administered drug e.g. alcohol or cocaine on gait. The sensitivity of the assay would help to identify modest impairments. The equipment can be housed in one of our rooms or could be placed in the behavioral core if space allowed. No equipment of this type currently exists and it would be a strong asset to our studies and other studies of substance abuse. No substitutions should be made. The acquisition is being conducted under simplified acquisition FAR 13 and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
