- Justification & Approval (J&A) Statement of Work The COAC Services Branch, Office of Acquisitions, DERA, National Heart, Lung, and Blood Institute (NHLBI), NIH, for the Cardiovascular Intervention Program (CIP), intends to negotiate on a sole source basis and award a contract, under the Simplified Acquisition Procedures (Dollar Threshold of $150,000), as set forth in Far Parts 13 for the National Institute of Health, National Heart, Lung, and Blood Institute, a Firm Fixed Price award to Bogazici University Kandilli, Campus, BME-TAM Bldg., TAM-1-19, Cengelkoy, Istanbul, Turkey. This notice of intent is not a request for competitive proposals. This announcement constitutes the only notice; proposals are not being requested and a written solicitation will not be issued. This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-57. The corresponding NAICS code is 611310 and the small business size standard is $7.0 million. The basis for sole source determination: See attached Justification and Approval (J&A). Interested firms may identify their interest and capability to respond to the requirement, in writing, no later than the response date of April 6, 2012, 8:00am, Eastern Standard Time. Written responses to this notice shall contain sufficient documentation to establish bona-fide capability to fulfill the requirement. A determination not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Comments to this announcement, referencing this Notice of Intent number NHLBI-CSB-(HL)-2012-092-DDC, may be submitted in writing to the COAC Services Branch, Office of Acquisitions, DERA, National Heart, Lung, and Blood Institute (NHLBI), 6701 Rockledge Drive, Suite 6042, Bethesda, Maryland 20892-7902, Attention: Deborah Coulter. Response may be submitted electronically to Coulterd@nhlbi.nih.gov. Faxes will not be accepted. Responses will only be accepted if dated and signed by an authorized company representative. This acquisition is conducted under FAR Part 13.106-1(b) (1), Soliciting from a single source For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization) And 6.302-3, Industrial mobilization: engineering, developmental, or research capability; or expert services. Interested offerors must submit capability statement and /or proposal NO LATER THAN 8:00 AM EASTERN TIME APRIL 6, 2012 VIA electronic copy to Coulterd@NHLBI.NIH.Gov Each response should include the following Business Information: a.
