- SAS Sole Source J&A The Defense Human Resources Activity (DHRA) intends to award a sole source to Executive Information Systems, LLC at 6901 Rockledge Drive, Suite 600, Bethesda, MD 20817 off of their GSA Schedule. This task order will be awarded in accordance with FAR Part 8.405-6, Limited Sources-Brand Name, Multiple Award Schedule Program. DHRA requires maintenance and technical support for its Statistical Analytical Software (SAS) used in the Windows and Mainframe production environment for the Defense Manpower Data Center. This notice is not a request for competitive proposals. However, any party that believes it is capable of meeting this requirement as stated in the attached Statement of Work (SOW) may submit a written capability statement that clearly supports and demonstrates their ability to perform the requirement. Capability statements must be received by the response date and time of this notice. Submissions will be reviewed to determine if they can meet the requirement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. This procurement is being conducted under in accordance with FAR Part 8 and Part 12. This action incorporates provisions and clauses that are in effect through Federal Acquisition Circulars 2005-57 Effective 15 Mar 2012 and DPN 20120312 Effective 12 Mar 2012.
