RFI Attachment 2 - Parts List, dated 20 March 2012 RFI Attachment 3 - Questionnaire, dated 22 March 2012 RFI Attachment 1 - Draft Statement of Work, dated 22 March 2012 This is a Request for Information (RFI) being released pursuant to Federal Acquisition Regulations (FAR) Part 10, Market Research. This RFI is issued by the United States Coast Guard (USCG) as a means to conduct market research regarding the state of the market for the C-130J Mission Systems Integration (Missionization) and is solely for informational, market research and planning purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Further, the USCG is not at this time seeking proposals and will not accept unsolicited proposals. Submission of a response to this RFI is entirely voluntary. Respondents are advised that the U.S. Government will not pay for any information or administrative cost incurred in response to this RFI. The USCG understands that any pricing information submitted under this RFI is an estimate only and is not binding nor constitutes a proposal. The USCG will generally treat all information received on a need-to-know basis. At this time, proprietary information is not being requested. Responder wishing to submit proprietary information should specifically mark or identify any information they perceive is proprietary/confidential for which they seek protection. All proprietary information submitted with this RFI will be treated as business sensitive or to the extent specified by the provider. Submitters are advised that Government support contractors may be involved with the review of submitted information in addition to the USCG. Each submitter that responds to this RFI will be notified of the identity of the support contractor before their information is provided to the support contractor for review. All Government support contractors required to review the information will be required to submit non-disclosure or confidentiality statements. Responses to the RFI will not be returned and become Government property. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. This RFI will assist in the USCG’s decisions regarding the C-130J Mission Systems Integration (Missionization). In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract. 1.0 Description This RFI will assist in making decisions concerning the C-130J Mission Systems Integration (Missionization). The Missionization effort will result in the conversion of the C-130J aircraft to HC-130J’s. A draft Statement of Work, Attachment 1 and a Parts List, Attachment 2, are provided with this RFI to give the responder a better understanding of C-130J Mission Systems Integration (Missionization). The USCG anticipates that an approximate number of 2 aircraft over 12 month time period. 2.0 Background The Coast Guard’s HC-130J is based on the robust C-130 series aircraft design with new engines, propellers, avionics and cargo handling equipment that set this new aircraft apart from its predecessor. A sophisticated flight management system allows the pilot to concentrate on the details of the mission, while being ensured of pinpoint accuracy of the aircraft position and the position of the target vessels. The HC-130J Missionization project leverages the technology developed for the HC-144A (CASA CN-235) Maritime Patrol Aircraft (MPA). The Missionization suite includes surface search radar, a Forward-Looking Infrared Radar (FLIR)/Electro-Optical/Infrared Radar (EO/IR) sensor, and satellite and emergency response radios; all controlled through two flight-deck mounted operator stations. 3.0 Requested Information The primary focus in this submittal should be on the areas related to the C-130J Mission Systems Integration (Missionization) as described in this RFI. Respondents interested in providing a response to the RFI should submit the following information: 3.1 Please complete the attached C-130J Mission Systems Integration (Missionization) questionnaire. 3.3 Please provide the following information with your submittal: a. Your Company Name, Cage Code; b. Your company’s Technical and Contracting Points of Contact (POC’s). Please provide the email addresses and phone numbers for these POC’s; c. Will you be a prime or subcontractor? Will you use a teaming arrangement? 3.4 Please provide your business size in accordance with your NAICS Code (s) (Note: The Official NAICS Code will be selected if a solicitation is released. 3.5 Please provide your Dun and Bradstreet number, and any other Government contracts held for this type of effort including GSA Schedule should your firm hold one. If your firm has recently submitted a proposal with any Department of Defense, Department of Homeland Security, or other U.S. Federal Government activities, please indicate this with your submission to include agency’s name, solicitation number, and Contracting Officer’s name and point of contact information. 3.6 Please affirm that your company is registered or would be willing to register with the Central Contractor Registration at www.bpn.gov/ccr. 3.5 Any other information that your company feels is pertinent to this RFI. 4.0 Responses Responders should provide a response, of no more than 20 single-sided pages, 12-point, Times New Roman font, minimum one-inch margins, in Microsoft® Office 2001 Word or newer format. In addition to the 20 page response, an additional two pages may be submitted as tables or graphs, a cover page or cover letter may be included (24 pages total). Interested vendors are requested to provide responses to the above and to the RFI Questionnaire, Attachment 3, to the Contracting Officer, Michelle Taninecz at michelle.taninecz@uscg.mil and to the Alternate Point of Contact, Contract Specialist, Michelle Faseru at michelle.e.faseru@uscg.mil. Responses shall be submitted no later than 3:00 pm, ET, Monday, 25 June 2012. It is the responsibility of the interested parties to monitor the Federal Business Opportunities website for additional information pertaining to this RFI, or any RFP, if any is issued.
