- This is a Special Notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Alaska Fisheries Science Center (AFSC) located in Seattle, WA on a sole source basis with Marine Resources Consultant, Rolland Schmitten. The Government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures estimated not to exceed $150,000.00. The proposed vendor s shall Chair the Aboriginal Subsistence Whaling Group (ASWWG); assist in the formation of the US Aboriginal Subsistence Whaling (ASW) policy; and serve as a member of the US Whale Team. For nearly three decades Rolland (Rollie) Schmitten has been a leading state and national fisheries manager and policy maker. Rolland Schmitten has been a member of the US International Whaling Commission (IWC) delegation since 1995. He was appointed Commissioner in 1997 and served until 2005. He has served on the US Whale Team since 2006. He has extensive knowledge of aboriginal subsistence whaling and has been instrumental in the formation of the Aboriginal Subsistence Whaling Caucus. Continuity on this project is essential. NMFS has made a commitment to support the IWC in his capacity as Chair of the ASWWG and participation in policy assistance. The Government intends to negotiate a firm fixed price contract with the period of performance commencing approximately April 16, 2012 through July 16, 2012 with no option periods. The NAICS code for this procurement is 541620 with a corresponding size standard of $7.0M. This Special Notice is not a request for competitive proposals; however, other potential sources with the expertise and required capabilities to provide these services may submit such data which demonstrates the scientific requirements stated above no later than April 2, 2012 at 2:30pm PDT Seattle, W A. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. It is the Government's belief that only Rolland Schmitten can provide these services due to his scientific experience aboriginal subsistence whaling issues. ****All contractors doing business with DOC NMFS AFSC shall be registered with the Central Contractor Registry (CCR) as of October 1, 2003.
