Description

This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential offerors for Utilities and Energy Equipment Maintenance and Repair Services, Oahu, Hawaii. 1. The Government intends to issue a solicitation which will include the following services: -Lighting Maintenance Services -Electrical Utilities SCADA System Field Maintenance/Services -HSQ SCADA System Maintenance -Rugid SCADA Systems Maintenance -Electrical Systems Maintenance -Uninterruptible Power Systems (UPS) Maintenance Services -PV Solar Maintenance The work includes, but is not limited to, the requirements on Attachment 1. 2. If the solicitation is issued as a small business set-aside, FAR 52.219-14, Limitations on Subcontracting, applies, which states, "At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern." 3. The following information for the current contracts is provided to help you determine whether your firm will be able to meet the subcontracting limitations. PV Solar Maintenance is a new requirement and therefore there is no existing contract. a. Contract No. N62478-10-D-2358, Lighting Maintenance Services, Various Locations, Oahu, Hawaii. Current Term: 10/1/11 - 9/30/12; Current Amount: $482,944.92 Firm Fixed-Price (FFP)/$177,252.00 Indefinite Delivery Indefinite Quantity (IDIQ). b. Contract No. N62478-10-D-2355. Electrical Utilities SCADA System Field Maintenance and Services at Various Locations, Oahu, Hawaii. Current Term: 10/1/11 - 9/30/12; Current Amount: $48,423.00 FFP/$73,534.00 IDIQ. c. Contract No. N62478-10-D-2353, HSQ SCADA Maintenance at Various Locations, Oahu, Hawaii. Current Term: 8/1/11 - 7/31/12; Current Amount: $45,132.00 FFP/$173,939.00 IDIQ. d. Contract No. N62478-10-D-2354, Rugid SCADA Systems Maintenance at Various Locations, Oahu, Hawaii. Current Term: 9/1/11 - 8/31/12; Current Amount: $30,600.00 FFP/$50,000.00 IDIQ. e. Contract No. N62478-07-D-2299, Electrical Systems Maintenance at NAVFAC Hawaii, Pearl Harbor, Hawaii. Current Term: 2/6/12 - 8/5/12; Current Amount: $39,375.00 IDIQ. 4. If your firm is interested and capable of performing ALL the services: a. Confirm your business size (i.e., small business, 8(a), HUBZone, service disabled veteran owned small business (SDVOSB), woman owned small business (WOSB)) under NAICS Code 561790, annual size standard $7,000,000.00. b. Since the value of the contract for Lighting Maintenance Services represents more than half of the total value of all services, provide customer references for whom you have done Lighting Maintenance Services. Include the following: (1) Client's name (2) Point of contact (3) Point of contact's phone no. (4) Point of contact's email address (5) Contract Number (6) Delivery/Task Order Number (if applicable) (7) Contract Title (8) Location of Work (9) Award Date (10) Completion Date (11) Award Amount (12) Current Amount per year (13) Final Price (14) Description of work performed (15) Work Performed as: Prime Contractor/Subcontractor/Joint Venture/Other (Explain) (16) Percent of project work performed Interested sources capable of providing the required services must respond by e-mail to julie.shimoda@navy.mil no later than April 7, 2012. Interested sources shall indicate that they are capable of providing the required services and provide all information requested above. DO NOT SUBMIT A NARRATIVE, PROPOSAL, BROCHURES OR ANY ADDITIONAL INFORMATION AT THIS TIME, ONLY THE REQUESTED INFORMATION LISTED ABOVE. Based upon the responses received, the Government will determine the set-aside method for the procurement. This sources sought announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or ultimately award a contract. An award will not be made on responses to this notice. This Sources Sought Synopsis is NOT a Request for Proposal (RFP); it is a market research tool being utilized to determine the availability of sources prior to issuing an RFP.
