Description
NASA/ARC intends to extend contract NAS2-02090 with Lockheed on a sole-source basispursuant to 10 U.S.C 2304(c)(1), Only One Responsible Source. The performance periodwill be extended for a potential thirteen month period of performance, consisting of one8-month base period and five 1-month options.The principle purpose of this contract is to support science, space, exploration effortsthrough discrete programs and projects. At NASA Ames Research Center (ARC) the Programsand Projects Directorate conducts and manages programs, projects and develops andexecutes missions. Support requirements span multiple Directorates at ARC, other NASACenters and NASA Headquarters.In order for the various Directorates to develop, manage,and execute programs within its mission area, research and development is required in theareas of Program Management, Project Management, Program Support, CollaborativeTechnologies, Engineering, Hardware and Software Systems Engineering and EducationalOutreach.The extension will extend the period of performance of the current contract, NAS2-02090,for eight (8) months, from June 1, 2012 through January 31, 2013, for the base period;and end on June 30, 2013, if all five 1-month options are exercised. The extension willnot increase the current contract value. The extension is the Governments best interestto provide ongoing Programs and Projects services until a new contract is awarded. Thecurrent Contractor, Lockheed Martin is considered the only Contractor that can meet ARCsneeds given the short period of performance for the extension.The eight (8) monthextension with five (5) 1-month options is necessary to maintain the critical continuityof support services until the current procurement process for the follow-on contract hasbeen completed and a new contract awarded. The Government does not intend to acquire a commercial item using FAR Part 12. This notice of intent is not a request for competitive proposals. A determination by theGovernment not to compete this proposed contract based upon responses to this notice issolely within the discretion of the Government. Notwithstanding this stated intent,interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30pm local time onMonday, April 9, 2012.Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the Government.
