Description
RFP N01DA-12-2229 This procurement is a total small business set aside. The National Institute on Drug Abuse (NIDA) is soliciting proposals from qualified small businesses (NAICS Code 541712) having the capability to provide data and clinical research support and resources in managing and carrying out multiple trials in drug abuse research. We are seeking systems for data management, statistical support, and clinical trial services. The data systems will be used to support clinical data capture, data analysis, information exchange, scientific discovery efforts and clinical evaluation of promising new anti-addiction therapies and companion behavioral interventions in order to further NIDA's mission. Some of the requirements include: 1. Establishing and administering systems for the collection, management and storage of clinical study data; 2. Assisting in trial design, supporting protocol development and performing statistical analyses; 3. Reviewing and monitoring the quality of study data; 4. Monitoring trial progress; 5. Preparing reports for the Data and Safety Monitoring Boards; 6. Participating in relevant committee and subcommittee meetings and discussions; and, 7. Providing other expert consultation and support services as needed. We anticipate the award of one indefinite quantity (task order) type contract with a period of performance of five years. Due to confidentiality restrictions on NIDA clinical trial protocols, NIDA cannot provide a specific task order request for proposals with this solicitation. However, sample task orders are provided for proposal purposes. Upon award, the Government anticipates issuing task order requests for proposals to the successful offeror. All information required for the submission of a proposal will be contained in or accessible through the RFP package. Response to the RFP is due on May 7, 2012. NIDA will consider proposals submitted by any responsible and eligible offeror. This advertisement does not commit the Government to award a contract. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services.
