Merida Initiative Contracting Officer's Representative (COR) Mexico City, Mexico Issuance Date: 03/16/2012 Closing Date: 04/16/2012 SOLICITATION NUMBER: PSC-12-037-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. HOW TO APPLY Offeror's proposals shall be in accordance with the requirements stated in this solicitation at the place and time specified. POSITION TITLE: Merida Initiative Contracting Officer's Representative (COR) 6. MARKET VALUE: $80,728 - $118,552 (FS-02 Equivalent) 7. PERIOD OF PERFORMANCE: One year from date of award and four option years 7. PLACE OF PERFORMANCE: Mexico City, Mexico 8. JOB DESCRIPTION: See below STATEMENT OF DUTIES A. BACKGROUND The Narcotics Affairs Section (NAS) at the US Embassy Mexico City manages assistance activities funded through the US Department of State (DOS), Bureau of International Narcotics, and Law Enforcement Affairs (INL). NAS manages bilateral assistance programs that help design, build, and nurture the capabilities of law enforcement agencies (LEAs) in Mexico by investing in the professionalization of host government personnel and improvements to the infrastructure of host government agencies through the provision of professional training, equipment, technical assistance, and other needed goods and services. B. STATEMENT OF WORK A. Statement of Duties The PSC Contracting Officer's Representative (COR) will be responsible for oversight of a variety of contracts implemented in Mexico to address: counternarcotics and trafficking issues; port, airport, and border security issues; operational technology for law enforcement; police crime prevention modernization; drug demand reduction; criminal justice system reform; anti-corruption, transparency, and human rights issues and law enforcement training. Many of these programmatic counternarcotics, law enforcement, and judicial reform activities will be implemented through contracting actions with US and host country companies. The COR will supervise a small group of contract administration support staff dedicated to assisting in the development, planning, preparation, management, and execution of metrics, plans, and actions to monitor contractor performance and ensure contract compliance with respect to cost, schedule, and performance. The COR and the contract administration support staff will work closely with NAS Program Coordinators and their staffs who will fill the roles of Contracting Officer's Technical Representative (COTR) or Government Technical Monitor (GTM) for all or most contracts. The COTR/GTM will monitor and inspect the contractor's progress and performance to assure compliance with the contract terms and conditions. The COR shall ensure contractual terms are adhered to and take appropriate action should the contractor not be in compliance. In close coordination with NAS Mexico City staff, the COR shall perform the following duties: 1) Work with the staff in developing, planning, preparing, managing, and executing metrics, plans, and actions related to contract administration 2) Use different tools, including existing systems and databases, to initiate, track, and monitor contract administration related information and activities 3) Work effectively under pressure, within short time constraints, and during times of rapidly developing events 4) Assist the staff with all necessary contract administration functions and activities hereunder (functions and corresponding activities can occur separately or concurrently) Administrative 5) Set up and maintain contract files 6) Organize and participate in kick-off meetings with contractors 7) Organize and participate in program, project, and contract reviews 8) Generate reports and updates with data from activities listed below Financial 9) Calculate and monitor burn rates and projections 10) Review invoices 11) Ensure timely payment to contractors Technical 12) Monitor contract performance 13) Identify, document, and report issues and concerns to the staff 14) Evaluate performance 15) Track options Contract Closeout 16) Review final acceptance 17) Propose disposition of government property 18) Reconcile funding 19) De-obligate excess funding 20) Send completion certificate to staff The manner and frequency in which the functions and corresponding activities above are performed shall be consistent with standard business practices, internal policies and procedures, the terms and conditions of the contract, and as directed by the staff. Core Competencies, required for this position and completion of the duties thereof: 1) Ability to establish and maintain an excellent professional relationship with NAS Program Managers, the NAS Management Sections, INL, RPSO, and GOM counterparts 2) Interpersonal Acumen: Demonstrate cultural astuteness in understanding both the implicit and explicit decision-making processes of an organization 3) Leadership Presence: Ability to be visible personally to the organization; effectively and efficiently design, develop, manage, and implement essential management support services to NAS programs and projects 4) Driving Results: Attend to and complete required tasks in the respective support area in a timely manner; combine tenacity with a sense of urgency to drive issues to closure 5) Ensure the COR/Grants team conducts effective monitoring, evaluation, and oversight of contracts, grants, and IAAs, in order to ensure terms are adhered to and expected results achieved within time and budget; delegate significant responsibilities to team members and provides appropriate level of direction and support 6) Managing Performance: Ability to achieve result through others, to motivate team effort and cooperation, translate goals into specific objectives for each member of the team, as well as vendors, and holds people accountable for results; keep organization focused on key metrics that drive the business 7) Ability to strengthen and guide employees ensuring that all have the needed knowledge, training, skills, and certification in order that all members function as a united, well-trained team B. Relationships 1) The COR works under the supervision of the NAS Management Officer and receives official designation as COR from various contracting officers at post, INL's Office of Resource Management (INL/RM), and RPSO. The COR shall work closely with the NAS Merida Coordinator and other PSC Program Coordinators, Advisors, and Managers, The COR shall initiate projects, manage grants, and execute approved new programs under general supervision. The NAS Management Officer shall review the timeliness and effectiveness of the COR's work. 2) The NAS Management Officer shall act as the Contracting Officer's Representative (COR) for the PSC's contract. 3) The Contract Administrator for this PSC is the INL Contracting Officer (CO) in Washington DC. C. MINIMUM QUALIFICATIONS 1) US citizenship and the ability to obtain and maintain DOS Secret security, medical, and ethics clearances 2) Bachelor of Science or Bachelor of Arts Degree from an accredited US institution AND ten (10) years related experience in the fields of law enforcement, international development, project management, and/or military service (OR) Fifteen (15) years of related experience in the fields of law enforcement, international development, project management, and/or military service 3) Demonstrated ability to follow guidance and instructions on the implementation of counternarcotics projects, to analyze and determine true requirements, and to propose feasible solutions for project implementation 4) Proven strong interpersonal and communication skills 5) Demonstrated experience in liaison work with contractors, contracting officers, and requesting offices as well as a proven working knowledge of U.S. Government procurement and contract administration procedures and regulations, including U.S. Federal Acquisition Regulations 6) Proficient in Microsoft Office Suite 7) Possess fluent proficiency of the English language, spoken and written, at the S5+/R5+ FSI level equivalent C. Position Elements 1) Supervisory Controls The COR reports to and receives guidance and general direction from the NAS Management Officer. The COR will work closely with the NAS Coordinators, Advisors, and Managers. The COR shall assist in the supervision of locally employed staff members. 2) Guidelines INL recognizes the COR as a substantive authority on and/or interpretation of Federal Procurement regulations. Therefore, guidelines for this position consist of USG and DOS Acquisition Regulations, accepted legal principles and theories, Foreign Affairs Manuals (Sections 3, 4, 6, and 14), Department of State Acquisition Regulations, INL Financial Management Handbook, INL Program and Policy Guide, and Merida Initiative and NAS program documents. In addition, the COR must be able to determine application of basic administrative policy statements concerning the issue or procurement being managed. The incumbent must also consider and adhere to various other existing federal regulations and interactions between DOS policies, legislation, the Foreign Assistance Act, and other authorization and appropriations in the INL accounts, applicable National Security and Presidential Decision Directives, OMB Circulars, and Department of State financial operating procedures and policies. 3) Complexity Develops detailed plans, goals, and objectives for the long-range implementation and administration of the procurement programs and/or develops criteria for evaluating the effectiveness of the programs. Coordinates plans with various other groups including NAS Mexico City Program Officers, INL/RM, and RPSO, which can be complicated. Projects require dynamic leadership, expertise, complex innovation, strict adherence to high-level policy without lower level interpretive assistance, and the ability to single-handedly or in concert with a variety of other stakeholders resolve critical problems and achieve difficult goals that may affect other programs. 4) Scope and Effectiveness The COR performs extensive oversight on procurement and contracts in support of NAS Mexico City, INL, and DOS priorities and activities. Assignments are complicated and broad in scope and are technically, administratively, or, sometimes, politically sensitive in nature. 5) Personal Contacts The COR works closely with the NAS Director, Deputy Director, NAS Management Officer, NAS staff (including third-party contractors and locally hired staff), and embassy personnel. In addition, the COR maintains contact with host government officials, other law enforcement agencies as needed, and international and non-governmental organizations. Additionally, the COR works with INL Office of Western Hemisphere Programs (INL/WHP) in Washington DC. 6) Travel Some travel in and around Mexico City is required with other occasional international travel. Travel locations may be to areas of varying altitude and of varying security conditions. 7) Work Environment Primarily, the COR conducts work in an office setting and work is sedentary in nature. The position is located at US Embassy Mexico City. The altitude in Mexico City is 7,400. 8) Level of Effort The level of effort required over the period of this contract is 100%. The position is full-time, with a minimum of 40 hours per week and based on the core hours of the US Embassy Mexico City. Occasional work on weekends or after regular work hours is required. D. EVALUATION CRITERIA Factor 1 Past Performance (30 points) Past performance evaluation of applicant's ability to perform under the contract (In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources) Factor 2 Procurement Knowledge (20 points) Knowledge of and ability to apply U.S. Government procurement regulations and contract administration procedures, including U.S. Federal Acquisition Regulations Factor 3 Procurement Experience (20 points) Demonstrated experience in managing programs, including budget preparation, goods and services procurement, and project implementation and oversight Factor 4 Language Proficiency (15 points) Demonstrated ability to communicate in English and Spanish, both orally and in writing, including the preparation of well-written reports Factor 5 International Experience (15 points) Demonstrated experience working in an overseas, multicultural environment with a Federal agency E. COMPENSATION For award, INL will negotiate for this contract based on the following: • Entry-level salary is at Step 1 of the grade range assigned to solicitation • Consideration given for experience relevant specifically to the solicitation requirements • Level and extent of experience dictates the salary level within the grade range F.
