- BACKGROUND United States Army Program Executive Office Command, Control, Communications-Tactical (PEO C3T) Product Director Military Technical Solutions Office (MilTech), provides a broad range of Knowledge Management (KM) and Information Technology (IT) solutions, services and related support for enterprise systems to a variety of Army, DoD and other Government agency customers on a reimbursable basis. These solutions and services enable their customers to better support the Warfighter directly and indirectly by enhancing communication, collaboration, and information and knowledge sharing. This task describes the requirements for non-personal system engineering, project management, content management, administrative and technical support for the development, operation, maintenance, upgrade, integration, installation, materiel procurement, technology insertion, support services related to the existing Team C4ISR Knowledge Management Framework, for the Army's Program Executive Office for Command, Control and Communications - Tactical (PEO C3T) and other partnered organizations. These services are planned to be acquired under the Strategic Services Sourcing (S3) contract. Please see the Performance Work Statement for exact requirements. The Government seeks to better understand what is available in industry from Small Businesses. A small business for NAICS code 541330, Engineering Services has a size standard of $4,500,000.00 per year. Small businesses that meet this small business size standard and that are interested are requested to provide a response in the form of a capability statement. The capability statement should include enough information to indicate to the Government technical point of contact that the contractor has the resources to completely satisfy the requirements in the Performance Work Statement. The capability statement shall be no longer than 5 pages. Sources that wish to respond shall do so no later than 1700 (5 p.m.) 06 April 2012. The market survey is for information and planning purposes only, and does not constitute a Request for Proposal (RFP). It is not to be construed as a commitment by the U.S. Government. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey. All information is to be submitted at no cost or obligation to the U.S. Government. The U.S. Government reserves the right to reject, in whole or in part, any private sector input as a result of the market survey. The U.S. Government is not obligated to notify respondents of the results of this survey. Any documentation provided will not be returned.
