Description
Draft Performance Work Statement This sources sought notice is for informational and planning purposes only. It does not constitute a synopsis or solicitation and is not to be considered as a commitment of by the Government. All firms responding to this sources sought notice are advised that their response to this notice is not a request to be considered for contract award. When the solicitation is issued, it will be announced on the Federal Business Opportunities website and all interested parties shall obtain the solicitation from this website. The Operational Contracting Division (ASC/PKOB) at Wright Patterson AFB, OH is seeking potential sources for Emergency Response and non-emergency activities related to spills and accidental discharges of hazardous and non-hazardous substances, including but not limited to, various petroleum products, synthetic lubricants, mercury, chlorine, ammonia, picric acid, polychlorinated biphenyls, hydrazine, sulfuric acid, ethylene glycol, cyanide, shock sensitive materials, various compressed gas cylinders used in industrial and laboratory situations, and asbestos. Spills and accidental discharges can be onto the ground, into the water, into the sewer system, onto paved surfaces, and potential onto contaminated areas on Wright Patterson AFB. Waterways possibly impacted could include any of the storm water drainage ditches, wetlands, or creeks and rivers directly on WPAFB or off base from an initial spill that occurred on base. Wright Patterson AFB requires a contractor to provide for the response, cleanup, and possible waste disposal or preparing materials for waste disposal through the WPAFB Hazardous Waste contract. The contractor must provide all manpower, equipment, supplies, oversight, and administration for the services provided. The purpose of this sources sought notice is to gain knowledge of qualified and interested sources with experience relative to NAICS Code 562910 with a size standard of $14M. The basic contract is anticipated as a Firm Fixed Price (FFP) type contract. Performance period is anticipated at one (1) base year plus four (4) one-year option periods. ASC/PKOB is requesting all interested and qualified businesses respond to this sources sought notice with the following information: (1) name, address, phone, fax, e-mail and website if applicable; (2) a list of similar contracts (not to exceed three) your firm currently holds or has completed within the last three years; and (3) a capabilities statement or briefing. The list of relevant contracts should include the location, contract number, description, estimated yearly value, performance dates, and Government point(s) or contact (contracting officer and QAE/inspector) with phone and fax numbers. Please limit your response to three (3) pages. All interested firms shall submit a response demonstrating their capabilities to produce the requested equipment to the Primary Point of contact listed below. As stipulated in FAR 15.201, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. No solicitation exists; therefore, do not request a copy of the solicitation. The decision to solicit for a contract shall be solely within the Government's discretion. Any information submitted by the respondents to this sources sought synopsis is voluntary. This sources sought notice is not to be construed as a commitment by the Government, nor will the Government reimburse any costs associated with the submission of information in response to this notice. Respondents will not individually be notified of the results of any government assessments. The Governments evaluation of the capability statements received will factor into whether any forthcoming solicitation will be conducted as a full and open competition or as a set aside for small businesses, or any particular small business designation (e.g. SDVOSB, HUBZone, 8 (a), SDB, WOSB, VOSB, etc.) Capabilities package: All interested firms shall submit a capabilities package that explicitly demonstrates company capabilities-indicating examples of commercial sales-and product specifications related to this effort.
