- This announcement is a pre-solicitation notice only and proposals are not being requested at this time. The National Park Service (NPS) anticipates issuing a Request for Proposal (RFP) 15 days following the posting of this announcement. The RFP and future amendments will be available, without charge at www.fbo.gov. Detailed plans and specifications will be available free of charge through NPS FTP Utility, which will be provided with the solicitation. Paper copies of the solicitation shall not be issued but electronic copies of the solicitation shall be issued on the Department of Interior's National Business Center (NBC) website at http://ideasec.nbc.gov.Electronic copies only of the plans and specifications will be available for download free of charge. Paper copies will not be issued. Project Description:Contractor will provide all qualified labor and supervision, materials, supplies, tools and equipment to provide improvements/rehabilitation to the Historic USCG Ranger Station Complex on Bodie Island, NC. As determined by the Drawings and Specifications. This project will also contain 3 bid additives as delineated below. As determined by the Drawings and Specifications. a.Base Bid: Rehabilitate the Bodie Island USCGS.b.Bid Additive One: Establish a facility maintenance yard at the BodieIsland NPS Maintenance yard.c.Bid Additive Two: Add improvements to the Bodie Island mobile housing site. d.Bid Additive Three: Complete the rehabilitation of the Bodie Island Lifesaving Station (LSS) Offerors: This requirement is set aside for Service Disabled Veteran Owned Small Business on a competitive basis. The North American Industrial Classification System (NAICS) code for this acquisition is 236220. The associated small business size standard is $33.5 Million. Magnitude of the Project: The estimated price range is between $250,000 and $500,000. NPS intends to award a Firm Fixed Price Contract with Lump Sum Pricing; Davis-Bacon prevailing wages apply. Award will be in accordance with but not limited to FAR Part 15 Contracting by Negotiation; FAR Part 19.14 (SDVOSB) Small Business Programs and FAR Part 36 Construction and 13 CFR. Evaluation Criteria/Factors: Award will be made to the Offeror presenting the best value to the Government. Selection will be based on price and non-price factors. Aside from price, the anticipated factors are: (a) Prior Relevant Experience (b) Past Performance. Price being significantly more important than Prior Relevant Experience and Past Performance combined. Costs and Technical proposals should be submitted separately. CCR & ORCA: Bidders, prior to submitting a bid, must be registered and active in the Central Contactor Registration Database, and Online Representations and Certifications Applications. If the successful bidder is not registered and current at the time of award, the Contracting Officer will proceed to offer award to the next otherwise successful bidder.
