- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and 13.5, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-57. This procurement is a full and open competition. The associated North American Industry Classification System (NAICS) code is 443112 with a small business size of $9.0 million annual sales. The National Oceanic and Atmospheric Administration (NOAA), Office of Management and Budget, Silver Spring Maryland requires the following items: Item 0001: Quantity of one (1) Electronic Subscription Renewal for Daily Congressional Activity to include the following: Daily Coverage of Political and Policy news, Daily Coverage of the Executive Branch news, and Support Training For eight (8) end-users. Period of Performance: April 30, 2012 through April 29, 2013 Item 0002: Option Period I - Quantity of one (1) Electronic Subscription Renewal for Daily Congressional Activity to include the following: Daily Coverage of Political and Policy news, Daily Coverage of the Executive Branch news, and Support Training For eight (8) end-users. Period of Performance: April 30, 2013 through April 29, 2014 Item 0003: Option Period II - Quantity of one (1) Electronic Subscription Renewal for Daily Congressional Activity to include the following: Daily Coverage of Political and Policy news, Daily Coverage of the Executive Branch news, and Support Training For eight (8) end-users. Period of Performance: April 30, 2014 through April 29, 2015 Item 0004: Option Period III - Quantity of one (1) Electronic Subscription Renewal for Daily Congressional Activity to include the following: Daily Coverage of Political and Policy news, Daily Coverage of the Executive Branch news, and Support Training For eight (8) end-users. Period of Performance: April 30, 2015 through April 29, 2016 This is name brand or equal. Please include with your quote the specifications of the Electronic Subscription. Vendor must provide be able to provide authoritative, nonpartisan and accurate congressional news and legislative tracking tools to NOAA. To include the coverage of every legislative action in Congress with breaking news, bill tracking, Congressional activity and training support. In addition, the vendor must provide timely, comprehensive coverage of legislative activity, including intelligence from the House and Senate floors, committee markups and congressional hearings. Delivery is required F.O.B. Destination NOAA/Office of Management and Budget, 1315 East-West Hwy/F/MB, SSMC-3 Room 14451, Silver Spring Maryland 20910. The resulting purchase order will be negotiated as a firm-fixed price Purchase Order. Quotes must be submitted to the Eastern Region Acquisition Division, 200 Granby Street, Room 815, Norfolk, Virginia 23510 by 12:00 P.M. EST March 28, 2012; any award resulting from this RFQ will be made based on price and meeting required delivery date. In order to comply with the debt collection improvement act of 1996, all contractors must be registered in the central contractor registration (CCR) to be considered for an award of a federal contract.
