Description
RRC Statement of Work Revision 07 February 2012 INTENT: The Bureau of Prisons' (BOP) is hosting an Industry Forum to request input regarding current practices and industry best practices in the field of Residential Reentry. The proposed forum will take place July 17 and 18, 2012, at the BOP's National Corrections Academy in Aurora, Colorado. An agenda will be forthcoming. The BOP is updating the current Residential Reentry Center (RRC) Statement of Work (SOW) and would like input from current providers on the content of the SOW and our current solicitation and evaluation practices. Participants are welcome to suggest additional discussion topics to the contracting officer listed in this notice. In issuing this notice, the BOP is contemplating significant modifications to the current solicitation process. The result may include modifications to the SOW, existing evaluation criteria, and contract monitoring practices. This will allow the BOP to more accurately communicate its requirements for RRC services. Participation in this Industry Forum is voluntary and not a contractual requirement. Participants must fund their own travel and to the Industry Forum. Due to space limitations, each contractor is limited to no more than 3 participants. If a contractor is unable to attend but would still like to have input in this process, comments regarding agenda topics may be submitted to the contracting officer listed in this notice. BACKGROUND/DEFINITIONS: The Bureau contracts with private companies to provide RRC services. These services provide assistance to inmates who are nearing release from Federal custody. RRCs provide a safe, structured, supervised environment, as well as employment counseling, job placement, financial management assistance, and other programs and services. RRCs help inmates to rebuild their ties to the community and facilitate supervising offenders' activities during this readjustment phase. Residential reentry services include managing eligible and appropriate inmates in home detention programs. Home Detention is the least restrictive component of the Residential Reentry Program. The BOP requires that an offender placed on Home Detention status remain in his/her home when not participating in approved activities, programming requirements, and/or employment. Compliance with the conditions of Home Detention are monitored in accordance with the most current version of the Bureau's RRC SOW, which is attached. REQUEST FOR INFORMATION: If you would like to provide information to be considered for inclusion in the Industry Forum, please submit your responses to any of the following questions electronically to the Contracting Officer listed on this notice: Are you familiar with the Bureau of Prisons' (BOP) requirements for providing residential reentry center services and/or home detention services? Are you currently providing RRC Services or Home Detention Services to the BOP or to another correctional entity? What experience do you have in providing residential reentry services (at federal, state, or local levels)? What is your experience using evidence-based practices? What is your experience in using risk assessment tools (e.g. LSIR, SASSI, COMPASS)? What is your experience with data collection practices to support evidence-based programs? Are you familiar with state and local laws pertaining to the implementation and operation of prisoner reentry programs in your area? Describe any potential barriers to establishing this type of program in your area. Are there unique laws or regulations applicable to these services? Do you have suggestions to improve the current RRC SOW? Do you have suggestions to improve government acquisition of residential and/or home detention services? What experience do you have in supervising inmates on home detention? What method of home detention monitoring do you currently use? Do you have experience in supervision using remote electronic monitoring equipment of any kind (e.g., GPS, radio frequency, hybrid systems, etc.)? Are there innovations in home detention that the BOP could benefit from and if so, what are they? Are you familiar with the principles of performance-based service contracting? If you currently provide RRC services via a performance-based contract, what are the benefits and/or challenges you experience with a performance-based contract? What challenges or benefits would be experienced with a 10 - 20 year contract period? Are you familiar with the BOP's current evaluation criteria? In your experience in the field of reentry, are the appropriate evaluation criteria being utilized in the solicitation phase? Are you interested in participating in the proposed industry forum? What topics would you like to discuss with your peers? What topics would you like to discuss with your BOP Partners? Your responses to the above questions will be evaluated and used to formulate an agenda for the Industry Forum.
