- Revised Request for Proposal dated March 13, 2012 Modification Two (2) - will replace the Request for Proposal, RFP, dated March 9, 2012 with the revised RFP dated March 13, 2012. This revisions to the RFP (see attached) will provide the following update/corrections: 2. ADDITIONAL INSTRUCTIONS FOR PREPARING THE TECHNICAL PROPOSAL (Page 39 of 43) The offeror shall not propose an individual for more than one (1) key personnel labor category. An individual proposed for a key personnel labor category may also be proposed for one (1) non-key labor category. c. BUSINESS PROPOSAL INSTRUCTIONS (Page 39 of 43) The business portion of the offeror's submission shall not exceed ten (10) pages. 1. PRICE INFORMATION Note: Offeror information provided in this section is subject to the 10-page limit: • Prices quoted for this RFP shall be lower than the Offeror's current commercial market prices. • The Offeror must indicate the Quantity, Item, and Trade Discounts being quoted for each line item. • The business portion of the proposal must contain sufficient information to allow the Government to perform a basic analysis of the proposed price of the work • The following chart describes the estimated level of effort for each labor category listed in the SOW. These Government estimates are provided for contractor planning guidance only. The contractor must use its best judgment to determine an appropriate level of effort for the contract work regardless of the accuracy of these estimates. Senior IT Program Manager - Less than one (1) FTE Senior Functional Analyst/Subject Matter Expert - One (1) FTE Senior Information Engineer - One (1) FTE Quality Assurance Analyst - Less than one (1) FTE Business Analyst - One (1) FTE Development/Production Support Database Administrator - Less than one (1) FTE Senior IT Program Manager - Less than one (1) FTE Intermediate Software Developer - Less than one (1) FTE Senior Software Architect - Less than one (1) FTE Senior User Interface (UI) Design Engineer / Web Designer - One (1) FTE for certain dedicated time frames and tasks This modification - (Modification 1) - will revise the Request for Proposal, RFP, Section F, Page 23, to correct the contract type as stated. It is anticipated that one (1) Indefinite Delivery - Requirements type contract with a firm, fixed price per month for each NIH IC supported under this Statement of Work will be awarded as a result of this solicitation (reference Federal Acquisition Regulation (FAR) 16.503). This is a 100% Small Business Set-Aside under NAICS Code 541519 (correction to NAIC Code). This combined solicitation/synopsis is being procured in accordance with FAR Part 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items. It is the intent of the National Library of Medicine, Office of Acquisitions, on behalf of the National Institutes of Health, Center for Information Technology to procure Professional Information Technology services and maintenance in support of the Scientific Coding System (SCS) OnDemand NIH Enterprise Government Off-the-Shelf (GOTS) IT solution. Specifically, services and task to be performed under this contract are as follows: (1) Project Management and Administration, (2) Software Maintenance, (3) Software Engineering Services, (4) Software Configuration Services, (5) Training, (6) Operational Support, and (7) the development of a Phase-Out Plan. The requirement described herein will be awarded under the procedures prescribed at Federal Acquisition Regulation (FAR) Part 12, Special Requirements for the Acquisition of Commercial Items, Subpart 12.203, Procedures for solicitation, evaluation and award, and under FAR Part 15 Contracting by Negotiations. The anticipated period of performance will be for a 12-month Base Period with four (4) successive one-year options. Responses to this solicitation must be electronically transmitted and received by Thursday, March 29, 2012, at 10 a.m. EST. A hardcopy of the proposal must be received within 3 business days from the closing of this combined solicitation/synopsis. Electronic messages in response to this solicitation sent must sent to Karen Miller at kr33v@nih.gov and cite the NLM Synopsis number, NLM 12-200-KDM in the subject heading.
