Description
The work to be performed under this project consists of providing the labor, equipment, and materials to remove and replace the switchyard and station service distribution equipment at Allatoona Powerhouse as shown on the Contract Documents, both for prescriptive detailed design and for performance-oriented Contractor's design. The high voltage switchyard including take-off tower, 115kV bus with static grounds, required changes to the control and protection scheme, the 15kV segregated phase bus, the remote breaker operating stations, and the cable tray system below the switchyard deck are considered performance-oriented Contractor-designed features. The drawings indicate the general scope of work to be performed and may not include all details of that are required. The contractor shall be responsible for verifying the accuracy of all drawings, including control and protection schemes, wiring designation, and termination point, and shall correct details that may be required for construction. Contractor shall be responsible for designing all interfaces with the existing electro mechanical control system, providing all required drawings, and all miscellaneous devices and equipment for a complete and operational system. The design shall also include a switchyard protection and metering scheme utilizing solid state relays and meters. Where drawings note that typical installation is shown for equipment and will be superseded or changed by actual equipment drawings, it shall be the contractor's responsible to make all the necessary drawing and wiring changes for a complete installation of the equipment. The Bus transfer schemes and related control wiring, modifications to the deck opening for metal-enclosed bus passage, and 120 volt lighting circuit conductors are also performance oriented and will involve some element of Contractor-design. The contractor shall perform all necessary work required to have a completely operational switchyard once complete. This shall include all control, relay, annunciation, status, and power wiring necessary. Unless stated otherwise, all equipment, structures, devices, etc shown as being removed, it shall be the responsibility of the contractor to dispose of such equipment. Note No. 1: United States government is not responsible for providing you with notifications of any changes to this solicitation. The solicitation will be available only as a direct download. This solicitation will not be issued on CD-ROM. Neither telephonic, mailed, nor fax requests will be accepted. Registration should be completed one week prior to the issue date. It is therefore the Contractor's responsibility to monitor the website daily for the solicitation to be posted, and for any posted changes or amendments to this solicitation. The plans and specifications and all notifications of changes to this solicitation shall only be made through this posting and modifications hereto. Plans and specifications will not be provided in a printed-paper format; however, the Government reserves the right to revert to paper medium when it is determined to be in the Government's best interest. Note No. 2: All bid forms, bid bonds, and other normal documents required for the bid submittal, including amendments to the bid submittal, shall be in paper medium. Electronic medium for the bid submittal documents will not be allowed. Note No. 3: For this job, a small business is defined as having average annual receipts of less than $33,500,000 for the past three years.
