- Construction Project No. 656-12-204, entitled Replace Roofs Bldgs 9, 10 & 11 at the St Cloud VA Health Care System, St Cloud, Minnesota. This solicitation is issued as an IFB (Invitation for Bid) construction project, which is 100% SET ASIDE FOR SERVICE DISABLED VETERAN OWNED SMALL BUSINESS firms. All bidders must be registered on www.ccr.gov, www.vetbiz.gov and https://orca.bpn.gov by the bid due date. The NAICS code is 236330. Scope of Work: Contractor shall furnish all labor, materials, tools and equipment required to replace existing roofs designated buildings at the Veterans Affairs Health Care System in St Cloud, MN. Work will consist of demolition of building 9, 10 and 11 roofs which are comprised of cants, tapered insulation, ballast, roof drains, vent stack flashing, exhaust fan stack flashing, flashing, counter flashing parapet wall caps, fascia, gutters and downspouts, and other demolition necessary for installation of new roofing systems. The installation of new roofing systems will consist of installing new tapered insulation, new ballast, new fascia, new gutters and downspouts, new counter flashing, flashing, new vent flashing, new exhaust fan stack flashing, new cants, new roof drains, metal fabrication and other items necessary for installation of new roofing systems. All demolition and installation will be performed as required by the accompanying contract documents and federal specification sections. Liquidated damages do apply to this project and are $100.00 per day after the contract completion date. Potential offerors to note the OSHA training requirements as listed in the General Requirements section. Work cannot commence until the VA has received proof of required OSHA training. Any amendments issued to this solicitation will ONLY be available on www.fbo.gov. Bidders are advised that they are responsible for obtaining all amendments. NO HARD COPY DOCUMENTS WILL BE AVAILABLE. All project information will be available free of charge on www.fbo.gov. No bidders mailing lists are maintained by the Contracting Officer. The interested parties list is available on www.fbo.gov. The estimated dollar value for this procurement is between $100,000 to $250,000. NO TELEPHONE QUESTIONS WILL BE ACCEPTED. All questions or inquiries must be submitted via email to wendy.hoeschen@va.gov. The solicitation will be issued on or around 4/6/12. A pre-bid meeting is scheduled for 4/20/12 at 1:00 p.m. CST in Bldg 3 Rm 207C; attendance is not mandatory but is strongly encouraged. A public bid opening will be held on 5/8/2012 at 2:00 PM CST when bids are due. Electronic or faxed bids will NOT be accepted. This project requires bidders to secure bonding. Award is subject to the availability of funds.
