- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. The Naval Surface Warfare Center (NSWC) Crane Division plans to enter into a Cost type, Indefinite Delivery Indefinite Quantity (IDIQ) contract with Rockwell Collins, of Cedar Rapids, Iowa. The contract will have a one-year ordering period with a six month option period. Orders will be placed against the contract on a sole-source basis with Rockwell Collins in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1; Only one responsible source and no other supplies will satisfy agency requirements. The basis for restricting competition is the proprietary software/information and expertise of Rockwell Collins, duplicative cost to the Government that it would not expect to be recovered through competition, and the unacceptable delays in fulfilling the agency ™s requirement through any other source. The effort is a continuation of phased developmental activities in the development of the United States Air Force (USAF) Tactical Air Control Party (TACP) Close Air Support System (CASS) software. Tasks include development, prototype, test, deployment and support of software releases that enhance the ability of TACPs to interface both with the ground forces they support and the aircraft conducting air operations, as well as with airspace Command and Control (C2) and Intelligence, Surveillance and Reconnaissance (ISR) organizations. No formal solicitation will be issued. All responsible sources may inquire into the specific terms and conditions; such inquiries will be considered by the agency. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed effort based upon responses to this notice is solely within the discretion of the Government.
