- This is a NOTICE OF INTENT for Solicitation HSSS01-12-Q-0069 for a sole source procurement. The Government intends to negotiate a firm fixed priced commercial purchase order with e-Fense, Inc., 1330 Connecticut Avenue, NW, S-220, Engelwood, CO 80112. The required forensic software provides the following capabilities: ability to acquire volatile data from live Windows, Mac and Linux systems and image 32 and 64 bit RAM from Windows systems. The software must also be fully supported by the developer to provide technical assistance for the user and provide updates to the software as necessary. E-Fense, Inc. is the only vendor who can provide these capabilities. The North American Industry Classification System (NAICS) is 511210. **PLEASE NOTE THAT THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, interested parties who believe they can meet the requirements may submit in writing complete information describing their ability to provide the software as detailed above. Responses may only be sent via e-mail to Siobhan Mullen at siobhan.mullenf@usss.dhs.gov. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Submission of information does not guarantee this requirement to become a competitive procurement. A determination by the Government to not open the requirement to full and open competition, based on response to this notice, is solely within the discretion of the Government. All submissions shall be submitted to the Government by no later than 5 April, 2012 at 0900 EST. After which time, a Sole Source purchase order with e-Fense, Inc. for licenses and maintenance for base year plus two (2) option years is intended to be issued. Late submissions of interest will not be considered for this procurement, but may be considered for future procurements.
