Description
Request for Information (RFI) The U.S. Army Natick Soldier Research, Development and Engineering Center (NSRDEC), National Protection Center (NPC), on behalf of the Department of Homeland Security, is inviting manufacturers to provide information on mobile toilets. The Federal Emergency Management Agency (FEMA) Authorized Equipment List (AEL) item number for this equipment is 19GN-00-HSSF (Housing, Subsistence and Sanitation Systems). The requested information will be included in market research to identify systems available in the commercial market that can be used to support emergency response operations. The systems will be limited to mobile toilets with a capacity to support groups of emergency responders with approximately 20 or more members. This RFI is limited to mobile toilets which can be purchased versus renting or leasing. DHS established a program called the System Assessment and Validation for Emergency Responders (SAVER) Program to conduct comparative assessments and validation activities that provide the emergency responder community with information on important products and services. NSRDEC NPC is a technical agent for the SAVER Program providing expertise and analysis in key subject areas. NSRDEC NPC has been tasked with preparing a market survey report that will provide useful information to the emergency response community when determining the types of mobile toilet systems that are available. The results of the market research will not yield a determination of what product is best, nor shall NSRDEC or the SAVER Program endorse any product or manufacturer. All information received will be treated as public knowledge and may be used in SAVER Program documentation; therefore, vendors should not submit proprietary information in response to this RFI. By providing information in response to this RFI, you agree that the System Assessment and Validation for Emergency Responders (SAVER) Program may use both the equipment information and any provided images in SAVER outreach. It is preferred that responses to this RFI be formatted in accordance with the attached RFI metrics template file; however, if that is not possible, please submit information that covers the topics listed in this RFI. The RFI template file (MS EXCEL) asks for the following company information: company name, whether you manufacture or distribute, address, point of contact, telephone, fax, web address, and e-mail address. The template also requests information on the capability and transportability of the mobile laundry systems. Below is a synopsis. Model name, number, picture, and floor plan. Capacity System Cost (purchase price and projected life cycle cost including maintenance and disposal if applicable) Dimensions (LxWxH in feet during transport and operation) Weight (in pounds during transport) Expandability/Modularity/Complex-ability/Stackability Transportation capabilities (towing/airplane/airlift capability, operational during transport) Required inputs for operation (water, electrical, fuel, generator size, batteries, voltage, etc.) Set up/tear down time Required equipment for set up/tear down (i.e., fork truck, jacks, etc.) Number of untrained personnel required for set up/tear down/operation Number of specialized personnel required (i.e. electrician, HVAC, etc.) Operational temperature range Environmental control (heating/cooling system type/size) Is the item designed to Industry standards? (also include industry standards and/or unique certifications, including relevant health standards) Additional capabilities (integrated storage tanks for fuel or water, cold weather kits/insulation, lights, integrated generator, power distribution, potable/non-potable hot/cold water systems, sanitation, blackout capability, etc). If accessory, specify additional cost. Overall maintenance concept and description of recurring maintenance requirements (include time between refuel and Mean-Time-To Repair) For mixed Hygiene Systems, please contact Tom Merrill at Thomas.Merrill1@us.army.mil for a Mixed Hygiene form. A mixed Hygiene System supports two or more of the following functions in one system: toilets, showers, and laundry. This RFI is one of three RFI for Hygiene Systems. This RFI is for information gathering and planning purposes only, and should not be construed as a Request for Proposal (RFP) or solicitation of an offer. The Government does not intend to award a contract on this basis of this RFI or otherwise pay for the information solicited.
