Description
NASA/DFRC has a requirement to upgrade the Instructor Operating System (IOS) on the747-200 #2 Full Flight Simulator (FFS) Federal Aviation Administration (FAA)identification number 29. The performance work statement is attached titled: PerformanceWork Statement for 747 Flight Simulator Visual System Upgrade Installation 21 March 2012. NASA/DFRC intends to purchase the services from United Airlines (UAL), the flighttraining simulator is currently located at UAL's training facility in Denver, Colorado.Operations and maintenance (O&M) for the flight simulator is being provided by UAL undera separate NASA facility lease and maintenance contract NND11AQ62P. UAL's technical andmaintenance staff are all trained and certified to service simulator. UAL is uniquely andintimately familiar with the proposed IOS upgrade. Purchase of any other vendor servicesacquired in a competitive procurement would require additional non-recurring engineering(NRE), integration, and test support services, in order to make the upgrade.Additionally, using another vendor would require negotiating access to the facility whichis proprietorial. Also, using other than UAL services would lead to scheduling conflictsand delay in conducting required flight crew training.The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to Jenny Staggs at jenny.y.staggs@nasa.gov not later than 4:00 p.m. PDTon Friday, April 6, 2012. Such capabilities/qualifications will be evaluated solely forthe purpose of determining whether or not to conduct this procurement on a competitivebasis.A determination by the Government not to compete this proposed effort on a fulland open competition basis, based upon responses to this notice, is solely within thediscretion of the government.Oral communications are not acceptable in response to this notice.All questions regarding this synoposis will need to be submitted in writing to JennyStaggs not later than 4:00 p.m. PDT on Monday, April 2, 2012All responsible sources may submit an offer which shall be considered by the agency.An ombudsman has been appointed - See NASA Specific Note 'B'.
