Description: "Quality Review of EMS Performance Measure Data" Objective: This project will assess the ability of existing NEMSIS-compliant data (version 2.2.1) to measure EMS system performance as outlined by the NASEMSO performance measures document. NHTSA is a data-driven agency and the deliverables of this project will ensure that measurement of EMS system performance is feasible throughout the nation using NEMSIS standard data elements. Background: Measuring the performance of local, regional and State emergency medical services (EMS) systems is vital to improving the quality of pre-hospital care to persons with traffic-related injuries and other health emergencies. While there are several recognized EMS performance measures and national data standards, results from linking the two have yet to be published. The National EMS Advisory Council (NEMSAC) has made numerous recommendations to the Department of Transportation (DOT) regarding ways to improve EMS system research. In particular, the NEMSAC Systems Committee, in September 2009 recommended that DOT "Develop and publish key performance indicators (KPIs) for EMS systems to measure and monitor performance. Use NASEMSO Performance Measures document as basis for performance standards." Contract Award: The contract will have a total possible performance period of twenty-four (24) months. This solicitation is full and open competition. The NAICS code is 541519. Solicitation: The solicitation DTHN22-12-R-00562 will be available for downloading from http://www.fedbizopps.gov/ on or about April 12, 2011. The anticipated award date for this resultant contract is expected on or about July 2, 2011.
