Solicitation Number: VA241-12-R-0023 Notice Type: Combined Synopsis/Solicitation Synopsis: (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is VA241-12-R-0023 and is issued as an RFP. (iii) The provisions and clauses incorporated into this solicitation document are those in effect through Federal Acquisition Circular (FAC) 2005-55, effective February 2, 2012. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulations (FAR) and Veterans Affairs Acquisition Regulations supplement (VAAR) can be accessed on the Internet at https://www.acquisition.gov/far/ (FAR) and http://vaww.appc1.va.gov/oamm/vaar (VAAR) (iv) The proposed contract action is for supplies or services for which the Government intends to solicit competitive offers. Interested persons may submit offers, and all eligible offers received prior to Mar 27, 2012, at 1:00 p.m. will be considered by the Government. The NAICS code is 211111 and the size standard is 500 Employees. This requirement is 100% set aside for Service Disabled Veteran Owned Small Business concerns. (v) This requirement consists of the following line items with the estimated yearly usage: Quantity of 44,000 gallons to be delivered in two separate 22,000 gallon deliveries a minimum of four (4) weeks apart 44,000 gal = $_________________________ Ultra Low Sulfur #2 Diesel Heating Oil shall have these minimum specifications: "Cetane of minimum 40 "Sulfur of maximum of 15 ppm "Gravity of maximum 30 API "Flash Point of minimum 130 deg F "red dyed non-transportation oil (vi) The following STATEMENT OF WORK is a detailed description of the requirements for this solicitation: Contractor will supply and deliver Ultra Low Sulfur #2 Diesel Heating Oil to the VA Central Western Massachusetts HCS, Northampton VAMC Campus Boiler Plant at 421 North Main Street, Leeds, MA 01053. Oil is required to provide heat & hot water throughout the hospital. Ultra Low Sulfur #2 Diesel Heating Oil shall have these minimum specifications: "Cetane of minimum 40 "Sulfur of maximum of 15 ppm "Gravity of maximum 30 API "Flash Point of minimum 130 deg F "red dyed non-transportation oil The hospital requires 44,000 gallons of oil to be delivered in two separate 22,000 gallon deliveries a minimum of four (4) weeks apart. The hospital will be emptying two 25,000 gallon underground storage tanks of existing low sulfur #2 diesel oil prior to refilling them and must maintain minimum oil levels at all times. All deliveries will start and finish on week days between 8:00am-4:00pm. The hospital requires a one (1) week notification prior to any delivery and must coordinate oil delivery with environmental contractor who will close spill tank internally due to valve failure, thus maintaining the hospital's spill containment plan. In order to comply with Massachusetts DEP record keeping requirement regulations, the Medical Center requires that the contractor supplying ULSD fuel certifies the fuel sulfur content (percent) in supporting documentation for each shipment. The Medical Center must maintain these records for at least three (3) years. (vii) Delivery FOB Destination to: VA Central Western Massachusetts Healthcare System Northampton VAMC Campus 421 N Main Street Leeds, MA 01053 (viii) 52.212-1 Instructions to Offerors - Commercial Items, apply to this solicitation. The Government will award a contract resulting from this solicitation to the responsible offeror who is deemed the lowest bidder technically acceptable.
