- NASA/KSC has a requirement for 19, 30-gallon drums of Dibrom 14 to controlmosquitoes in outlying areas of KSC, where the use of aerial equipment is necessary toapply chemicals to areas impossible to spray without an aircraft. Dibrom 14 is suppliedannually by KSC to the Brevard County Mosquito Control District (BCMCD) in accordancewith the Mosquito Control Agreement between KSC, Air Force Eastern Test Range, US Fishand Wildlife Service(USFWS), and Brevard County. AMVAC Chemical Corporation, themanufacturer of Dibrom 14,has verified that ADAPCO, Incorporated of Sanford, Florida isthe sole distributor of this product for the state of Florida.Other authorizeddistributors are prohibited from distributing the product beyond their state or assignedterritory. KSC intends to purchase the 19, 30-gallon drums of Dibrom 14 from ADAPCO,Incorporated of Sanford, Florida. Dibrom 14 is an adulticide used to control mosquitoes. There are several areas at the Launch Pads and Launch Complex 39, where normal chemicalsused at KSC cannot be sprayed due to chemical corrosiveness and flight hardware. Moreover, these areas are also very large and impossible to spray without an aircraft,which KSC does not possess. The Mosquito Control Agreement provides the equipment(aircraft) to spray large areas of water in the KSC area to control mosquitoes withouthaving to spray directly around the launch pads. KSC procures and supplies the Dibrom 14to BCMCD for spraying.Dibrom 14 is the only chemical that can be used, because it isthe only chemical BCMCD is licensed to spray in the KSC and impound areas. The Government intends to acquire a commercial item using FAR Part 12. Interestedorganizations may submit their capabilities and qualifications to perform the effort inwriting to Erik Whitehill at erik.c.whitehill@nasa.gov not later than 8:00 AM EST onFriday April 6, 2012. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government. Oral communications are not acceptable in response to this notice. All responsiblesources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
