Description
This sources sought announcement is for information and planning purposes only; it is not to be construed as a commitment by the Government. A contract may not be awarded as a result of this sources sought announcement. The US Army Contracting Command, New Jersey (ACC-NJ) at Fort Dix, NJ, on behalf of Army Logistics Innovation Agency (LIA), intends to competitively procure Architecture Development and Data Management Support Services. LIA has the responsibility to continue development of the Army Integrated Logistics Architecture (AILA). AILA products will provide the underlying analyses that will enable senior leaders to make informed decisions regarding Joint Capability Integration Development System (JCIDS) requirements, Portfolio Management, Capability and Interoperability planning, and Planning, Programming, and Budget Execution System requirements. AILA is an overarching logistics architecture that extends from the brigade combat unit through the theater of operations and to the national sustainment level for current, future, and Joint Forces. There are two major tasks under this requirement which include: Architecture Development and Maintenance Support Data Management Support A Firm-Fixed-Price (FFP) type of contract is anticipated for this effort. The anticipated period of performance will be for one (1) base year and two (2) one year option periods. Contractor personnel will be required to possess a SECRET Clearance in accordance with the Performance Work Statement (PWS). The individuals associated with this acquisition must possess a SECRET clearance by the commencement of this proposed acquisition and maintain that level of security for the life of the contract. In accordance with FAR Part 19, the government seeks maximum practicable opportunities for small business participation for this acquisition. Interested small business concerns that are qualified as a small business concern under NAICS code 541513 with a size standard of $25M are encouraged to submit their capability packages. Please submit capability statements (not to exceed 15 pages) for Architecture Support relevant to the Architecture Development and Data Management Support PWS. All contractors may submit questions to the DRAFT PWS; however all questions must be submitted IN WRITING no later than 30 March 2012 by 10:00AM EST. A DRAFT Architecture Development and Data Management Support Performance Work Statement will be posted with this request for information. Detailed packages which address the following areas must be submitted as part of your response to this announcement: (1) Familiarity with DoDAF version 2.0 (2) Experience in developing technical, operational, and data architectures (3) Knowledge of Army Logistics (4) Experience with IBM System Architect 11.4 (5) Experience in managing Architecture Implementations (5) Discuss processes and procedures to maintain the architecture program throughout the life-cycle process (6) Provide a brief description of key personnel roles and responsibilities for architecture development, maintenance, and implementation. In addition, descriptions and answers to the following questions must be submitted (1) Describe an example of operational architecture that you have been involved in. What was the outcome of that activity? (2) Describe an example of information architecture that you have been involved in. What was the outcome of that activity? (3) Describe an example of technical architecture that you have been involved in. What was the outcome of that activity? (4) Can you describe two architecture frameworks and how you have applied them? (5) Can you explain the role of communication planning in architecture and what types of stakeholders have been key in your experiences? (6) Past Performance - Does your firm have the relevant past performance within the last three years (include contract numbers, contract type, dollar value of each procurement, point of contracts, and brief description of the work performed)? Contractors are responsible for all costs for submitting their capability packages. The POCs for this requirement are Grace A. All capability packages must be electronically submitted to the POCs by 05 April 2012 by 1:00PM EST.
