- Department of Homeland Security, Office of Procurement Operations (OPO), East Consolidated Contracts Group intends to acquire, under a Full and Open Competition, protective security officer services at the following location: 2700 Martin Luther King Jr. Ave, SE, Washington, D.C. As an integral component of the FPS security effort, the contractor shall provide and maintain all management, supervision, manpower, training, equipment, supplies, licenses, permits, certificates, insurance, pre-employment screenings, reports, and files necessary to accomplish protective security officer services at this location. This requirement is being solicited as a commercial item acquisition in accordance with FAR Part 12. It is anticipated that a single award, labor hour, indefinite quantity, indefinite delivery type contract will be established as a result of the solicitation. The contract will consist of a thirty month ordering period with an additional six month optional ordering period pursuant to FAR 52.217-8. The NAICS code for this acquisition is 561612, Security Guard and Patrol Services. The size standard is $18.5 Million. The RFP shall require the submission of a technical proposal and price proposal. Offerors shall possess a Top Secret facility clearance for this requirement. It is anticipated that the solicitation, RFP #HSHQEC-12-R-00003, will be released to the Federal Business Opportunities website in early April 2012. A pre-proposal conference will be conducted after the issuance of the solicitation. It is the contractor's responsibility to monitor the website for the issuance of the RFP as well as any updates to the solicitation. All contractors must be registered ( http://www.ccr.gov ) in the Central Contractor Registration(CCR). Further, offerors are required to go on-line to the Business Partner Network at http:orca.bpn.gov to complete their Online Representations and Certifications Application (ORCA) prior to submittal of a proposal.
