- Description
- The 509th BW at Whiteman AFB, Missouri, is seeking potential sources to provide Steam Heat Plant services. The contractor shall provide all supervision, personnel, equipment, tools, transportation, materials/supplies, and other items and services necessary to safely operate, maintain, and repair the government-owned central steam plant and the steam and condensate distribution system at Whiteman Air Force Base (AFB), Missouri, 24 hours a day, 7 days a week, 365 (366) days a year. The Contractor shall be responsible for operating and maintaining the plant in the most efficient manner possible with emphasis on energy savings. (Note: the central steam plant and the steam and condensate distribution are considered as one unit in the operation and maintenance of this contract). Operation includes: Operation of the Delta V instrumentation and control computer system, boilers, associated pumps and fans, condensate and plant make-up systems, steam and condensate distribution system, emissions controls, RO system, associated equipment, deaerator, fuel storage and handling, plant instrumentation, controls and associated systems, waste heat recovery equipment, emergency backup equipment, and water treatment equipment. The information sought herein is for planning purposes only and shall not be construed as a request for quote (RFQ), request for proposal (RFP), or invitation for bid (IFB) or as an obligation or commitment on the part of the Government to acquire any product or service. There shall be no basis for claims against the government as a result of information submitted in response to the sources sought announcement. The government does not intend to award a contract on the basis of this announcement or otherwise pay for any information submitted by respondents to this request. This notice is for market research purposes only and is not indicative of a full requirement. Should a full requirement arise, the full requirement will be detailed in the solicitation, if issued. Potential offerors must be a Service-Disabled Veteran-Owned Business contractor and registered in the Central Contractor Registration (CCR). The North American Industry Classification System (NAICS) Code is 561210, and the size standard is $35.5 Million (As measured by total revenues, but excluding funds received in trust for an unaffiliated third party, such as bookings or sales subject to commissions. The commissions received are included as revenue.) Interested organizations may submit their capabilities, and qualifications to perform the effort in writing to the identified point of contact not later than 1:00 PM CST on 4 April 2012. Such capabilities and qualifications will be evaluated solely for the purpose of determining if this procurement can be accomplished on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
