Description
This is an intent to award sole source notification. The contracting agency responsible for the proposed contracting action is the 48th Contracting Squadron, RAF Lakenheath, Unit 5070, Box 270 APO AE 09461. This Justification for Other Than Full and Open Competition is prepared with regard to the acquisition of Wing Custodial Services in support of a sole-source contract action for the 48th Civil Engineer Squadron (48 CES) RAF Lakenheath, 100th Civil Engineer Squadron (100 CES) RAF Mildenhall, and the 727th Air Mobility Squadron (727AMS) RAF Mildenhall, United Kingdom (UK). The authority for this justification is FAR 6.302-2 Unusual and Compelling Urgency. The resultant contract action will be procured IAW FAR Parts 12 and 15 and awarded as new, Firm-Fixed Price (FFP) contract. This exception to synopsis and the actions covered herein entail a sole source contract with Resource Ltd who is the incumbent contractor for custodial services at RAF Lakenheath, Mildenhall, and Feltwell. Resource Ltd's current contract FA5587-07-D-0002 expired 30 Sept 2011 and all options to extend service have been exercised (with an ultimate completion date of 31 March 2012) to accommodate the reacquisition of the custodial services by 48CONS. One (1) follow-on contract is contemplated under this J&A with Resource Ltd for custodial services at RAF Lakenheath/Feltwell, RAF Mildenhall, and 727 AMS. Under the contemplated contract, Resource Ltd will provide the following custodial services in sustainment of mission activities: a. Administrative Cleaning, b. High Use Cleaning, Control Tower Windows, c. Fitness Centers, Child Development and Youth Centers, d. Industrial facilities, e. Consumable supplies to RAF Mildenhall, f. Funzone - Child Play Area at Community Center, g. Air Passenger Terminal, h. Contingency/Emergency Cleaning. A break in custodial services will be a critical detriment to the military installations and related missions at RAF Lakenheath, Mildenhall, and Feltwell. Key facilities such as the child development centers (CDC), youth centers, dining facilities, and high use public areas such as the passenger terminal have stringent cleanliness standards driven by OSHA, DoD, USAF and EU/UK regulations. Failure to maintain these cleanliness standards will lead to the closure of critical support facilities with the direct and indirect impact on the 100ARW and 48FW and all associated tenants. For example, closure of the CDC for failure to maintain cleanliness standards will directly result in unscheduled absences of critical 100ARW and 48FW maintenance and support personnel, further leading to delays/cancellation of scheduled mission activities. In other base facilities, lack of custodial services increases health and safety risks in the work place, and will lead to violations of the UK Health and Safety at Work Act. Failure to remove debris and germs from installation facilities increases the transmission of infectious diseases and increases the risk of waterborne disease such as Legionella if scale build up is left to accumulate on faucets. Floor surface contamination (such as water, oil, dust) is often a cause of slip accidents, cleaning regularly to remove contamination reduces the risk of slip, trip and fall accidents. Noncompliance of UK Health and Safety at Work Act will quickly lead to key UK personnel will not being obliged to show up for work if unsanitary conditions were to persist. It will be impractical, and in some cases impossible, to cover this custodial requirement with in-house military personnel resources due to current mission demands on staffs and offices already decimated by deployments, years of hiring freezes, and recent reductions in force. Use of military personnel to perform custodial services will detract from their performance of assigned duties, leading to a negative impact on Air Force mission. To preclude adverse impact to military readiness, the welfare of families assigned to the installation and to mitigate serious risk of infectious diseases it is imperative that continuance of the existing custodial contract is approved to maintain the Air Force mission. A justification and approval document will be posted on or about 1 April 2012.
