Description
Notice of Intent to Sole Source The Office of Personnel Management (OPM) intends to issue a non-competitive award that will result in the issuance of a contract to the National Committee for Quality Assurance (NCQA), 2000 L Street, NW Suite 500, Washington, DC 20036, for the collection of Health Plan Employer Data and Information Set (HEDIS) data for a period of five (5) years (base year, and four one-year option periods). The objective of this contract is for the collection of HEDIS data; training for HEDIS survey measures and the process for submitting these measures; and for providing Federal Employees and retiree's access to accredication information, in accordance with Federal Acquistion Regulation (FAR) Part 12, Commercial Items. NCQA is the only known authorized contractor capable of collecting, processing and reporting HEDIS data from Federal Employees Health Benefits health plans. The authority for this non-competitive procurement action is FAR 13.106(b)(2). Soliciting from a single source; Purchases exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The North American Industry Classification System (NAICS) Code for this requirement is 813319. THE PURPOSE OF THIS NOTICE IS TO SATISFY THE REQUIREMENTS OF FAR SUBPART 5.2. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all parties interested in this procurement must submit a capability statement within 10 calendar days from the date of this notice. Detailed capabilities statements must be submitted to Siobhan.lake@opm.gov. Submissions after that date will not be considered. No solicitation will be issued, therefore, any requests for the solicitation will be considered non-responsive. Interested parties wishing to submit their questions, interest, and capabilities must do so in writing via email. Oral and facsimile requests for information will be considered non-responsive. Verification of receipt of electronic transmission is the sole responsibility of the contractor. A determination not to compete this action based upon responses received is at the sole discretion of the Government. Central Contractor Registration (CCR) is required prior to execution of award. If no responses are received, it is Government's intention to issue an award to the National Committee for Quality Assurance. This is a preliminary notice of the Government's intent to issue a non-competitive award; however, this posting does not commit the Government or constitute a binding contract.
