- Instructions for Hand Delivery of ESC III Proposals: A 45 CONS representative will be at the Patrick AFB main gate visitors center parking lot, located off A1A, from 2:30pm- 3:00pm to collect any hand delivered proposal packages. Please email your intent to hand deliver your proposal package to Candon.Haynicz@patrick.af.mil AND Cheryl.Witt@patrick.af.mil NO LATER THAN 12:00pm on 21 Mar 12. Within the email, please provide a contact name and phone number for the individual delivering the package. Note: Please ensure your proposal is left with the representative and not with someone in the visitors center; in addition, the representative will leave the visitors center parking lot at 3:00pm, so please be timely.
