- This action is for support pending award of a full follow-on contract to N66604-03-D-1860 with TSM Corp. This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. Note: The Naval Undersea Warfare Center, Division Newport, Rhode Island is NOT accepting quotes or proposals via submission through NECO. This is a notice of a proposed contract action for engineering and logistics services. Under the proposed action, the contractor shall provide technical and logistics services to the NUWCDIVNPT OSO. These services include technical and logistics support for the installation, test, operation, maintenance, configuration control of system modifications, revisions and upgrades of CCS/NPES systems, components and related systems installed aboard submarines and shore sites (e.g., trainers). The efforts delineated are mainly concerned with OHIO Class submarines but may also include other classes of submarines as required for emergent fleet issues. Place of Performance - The contractor shall perform all services within government owned facilities at Kings Bay, GA. CLIN 0001 Services CLIN 0002 CDRLs NSP Period of Performance Date of Award through 9/30/2012; No Options or Award periods. Anticipate award of a Firm Fixed Price purchase order using FAR Part 13 processes and procedures. NUWCDIVNPT will evaluate proposals on a best value basis, with the following factors: technical rating, past performance, and price. All evaluation factors are approximately equal. The Service Contract Act of 1965 may apply to this procurement based on the proposed labor mix (see FAR 52.222-41) Anticipated solicitation release date: NLT 3/28/2012 via NECO and FedBizOpps All responsible sources may submit a proposal which shall be considered by NUWCDIVNPT
