- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Combined Synopsis/Solicitation W9127S-12-T-0028 The Government intends to award a firm-fixed price contract on or about April 30, 2012. Solicitation W9127S-12-T-0028 is issued as a Request for Quotation (RFQ) utilizing Simplified Acquisition Procedures per FAR 12. The solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular 2005-56. Clauses and provisions that apply to this solicitation are as follows: 52.212-1 Instructions to Offerors 52.212-3 Offeror Representations and Certifications 52.212-4 Contract Terms and Conditions - Commercial Items 52.212-5 Contract Terms and Conditions To Implement Statutes Or Executive Orders - Commercial Items (applicable clauses sited are: 52.219-6, 52.222-3, 52.222-21, 52.222.26, 52.223-18, 52.225-13, 52.52.232-33, 52.222-41, 52.222-42, 52-22243) This is advertised as a Total Small Business Set Aside. The North American Industrial Classification System (NAICS) Code is 562991 (Septic Tank and Related Services). The small business size standard is $7.0 million. Work shall include furnishing all necessary management, personnel, labor, materials, supplies, and equipment necessary to accomplish the pump out of septic and retention tanks (approximately 7500 gallon capacity) at the Dardanelle Powerhouse, Russellville Project Office (see Performance Work Statement). Services shall be performed no later than 30 days after award of contract. This solicitation is issued via Internet at the Army's Single Face to Industry Website (ASFI) and the Federal Business Opportunity (FBO) Website. It is each offeror's responsibility to download the solicitation from the internet website. No paper copies will be provided. Notification of amendments shall be made via the Internet as well. It is therefore the contractor's responsibility to check the ASFI or FBO website daily for any posted changes to this solicitation. All offerors are encouraged to visit the Army's Single Face to Industry Website at https://acquisition.army.mil/asfi and www.fbo.gov to view other business opportunities. Offerors must be registered with the Central Contractor Registration (CCR), in order to receive a Government contract award. To register, the CCR Internet address is: http://www.ccr.gov. Make sure to fill in the information in the clause where indicated and enter your TIN/SSN on paragraph k(3). In addition, your DUNS Number and Cage Code are required with your quote.
