Description
THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent that the U.S. Environmental Protection Agency (EPA), Office of Acquisition Management (OAM) proposes to enter into an extension of a Time and Materials (T&M) contract on a basis of other than full and open competition.Under statutory authority 41 U.S.C. 253(c)(1), set forth in Federal Acquisition Regulation 6.302-1, 'Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.' The U.S. Environmental Protection Agency (EPA), Office of Superfund Remediation and Technology Innovation (OSRTI) has a requirement for Respiratory Dosimetry Model Development and Simulation Services to support Risk Analysis of Libby Amphibole (LA). Exposure to asbestos from Libby, Montana is associated with respiratory diseases, including asbestosis, lung cancer and mesothelioma. A primary goal of EPA is to characterize the exposure-dose-response relationship to accurately assess the associated health risks. (ARA) under Contract No. EP-W-10-051. Contract No. EP-W-10-051 was awarded to ARA on May 17, 2010 and expires on May 16, 2012. This is a notice of intent to extend Contract No. EP-W-10-051 to Applied Research and Associates, Inc. (ARA), 4300 San Mateo Boulevard, NE, Suite A-220, Albuquerque, NM 87110. The extension period of performance for Contract No. EP-W-10-051 of May 17, 2012 through September 30, 2013. In accordance with FAR Part 5.207-16 (ii), the proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. Any interested vendors or responsible sources can submit a capability statement, proposal, quotation, and product literature fully supporting that their product meets all of the specifications contained herein in writing by e-mail to Manuela Meyer no later than 2:00 p.m. EDT, on April 2, 2012.
