Description
I. Introduction: This sources sought notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). The VA is currently conducting market research to locate qualified, experienced and interested potential sources. Responses will not be considered as proposals, nor will any award be incurred by interested parties in responding to this sources sought announcement. The Office of Information Technology (OIT) is seeking interested sources (contractors) for a near-future solicitation and firm fixed price procurement for an in person SharePoint training course for VA project managers. At this time, no solicitation exists. Therefore, DO NOT REQUEST A COPY OF THE SOLICITATION. II. Requirements: A three day course with a physically present instructor is required that meets the following objectives: Exploit SharePoint Technologies to manage successful projects Build a SharePoint Project Management Information System (PMIS) Create and customize a SharePoint site for effective project collaboration Monitor and analyze the project schedule and milestones in a SharePoint site Generate on-demand project status reports Synchronize common project management tools with SharePoint The Contractor shall perform the following: Content Hours Navigating a SharePoint PMIS 1.0 Setting up a SharePoint PMIS 2.0 Adding stakeholders into the PMIS 1.5 Defining PMIS structure 2.0 Supporting project team collaboration 3.5 Tracking a project 2.5 Creating and disseminating project reports 2.0 Integrating project management tools 1.5 Archiving the PMIS 1.0 Approximately 40% of class time shall be spent on hands-on exercises. These include: Taking advantage of relevant project management standards and processes Building and customizing a SharePoint PMIS Creating a project communication plan Generating lists and document libraries Utilizing SharePoint collaboration tools Monitoring and updating project tasks Enabling change control with the three-state workflow Customizing management dashboards with Web Parts Creating a lessons learned site IV. Reporting Requirements The Contractor shall provide the Contracting Officer's Representative (COR) with single Progress Reports in electronic form in Microsoft Word and Project formats. The report shall include detailed instructions/explanations for each required data element, to ensure that data is accurate and consistent. These reports shall reflect data as of the last day of the preceding week of class. The Progress Reports shall cover all work completed during the reporting period and work planned for the subsequent reporting period. The report shall also identify any problems that arose and a description of how the problems were resolved. If problems have not been completely resolved, the Contractor shall provide an explanation including their plan and timeframe for resolving the issue. It is expected that the Contractor will keep in communication with VA accordingly so that issues that arise are transparent to both parties to prevent escalation of outstanding issues. V. Deliverables: A.A Single Progress Report VI. Enterprise and IT Framework The Contractor will not utilize nor affect the VA network at all; therefore this section has been deleted. VII. Place of Performance: This class will be conducted by a contractor instructor at: TAC Building 260 Industrial Way East Eatontown, NJ 07724 VIII. Instructor Credentials: The following instructor held certifications are not mandatory, but one (1) or more are strongly recommended to show proficiency in the subject matter.
