Description
List of Supplies This is a sources sought synopsis only, not a solicitation announcement. This is NOT a request for proposals or quotes and in no way obligates the Government to award any contract. The United States Coast Guard (USCG) Aviation Logistics Center is conducting market research to seek sources able to provide Tyvek personal protective suits or equivalent. All suits must have attached hood and booties. See Attached Spreadsheet "Supplies for HSCG38-12-I-800005" for a list of items that would need to be provided if the USCG proceeded with a contract action. These items shall be able to be worn over clothing and protect against harmful particulates to include Hexavalent Chromium, Cadmium and Lead. Reconditioned/Used Material is not acceptable. Responses to this notice should include company name, address, telephone number, and point of contact (POC). Responses should also include approximate lead-time for the items and details and terms of any standard warranty included with the product. Please respond to the following questions: (1) Who is the manufacturer and what is the part number of the suit(s) your company will be supplying? (2) What is the unit of issue for your suits(s) (i.e. if you provide suits by the case, how many suits are in each case)? (3) Are your suits able to be recycled? If so, are there any special requirements for recycling your suits? (4) Do your suits have both hood and booties attached? (5) Will the material of the suits withstand repeated use after contamination and decontamination? (6) Will the material of the suits maintain its protective integrity and flexibility under hot and cold extremes? Are there any limitations to how long the suits can be worn during hot and cold extremes? (7) Is the material of the suits flame-resistant or self-extinguishing? (8) Are the garment seams in the clothing constructed so they provide the same physical integrity as the garment material? (9) What is the expected shelf life for your suits? (10) What testing has been completed on your suits to ensure they will protect against hazardous particulates to include hexavalent chromium, cadmium and lead? Do you have permeation or degradation data? Was testing performed to standard ASTM methods? (11) Is your business a large or small business and how many employees? (12) What NAICS code does your company use for this type of material? (13) If small, does your firm qualify as a small, emergent business, or a small, disadvantaged business? (14) If disadvantaged, specify under which disadvantaged group and is your firm certified under Section 8(a) of the Small Business Act? (15) Is your firm a certified hub zone firm? (16) Is your firm a woman-owned or operated business? (17) Is your firm a certified Service-Disabled Veteran-Owned? (18) Is your product listed on a GSA schedule? (19) Do you have other government agencies using the product, and if so which agencies, POCs and contract numbers? (20) If possible, any POCs for civilian users for general usage of product questions. After the review of the responses to this sources sought announcement, and if the USCG still plans to proceed with the acquisition, a solicitation announcement will be published on the Federal Business Opportunity website. Responses to this sources sought synopsis are not adequate response to any future solicitation announcement. All interested offerors will have to respond to the solicitation in addition to responding to this sources sought synopsis. Responses to this sources sought synopsis are NOT a request to be added to a prospective offerors list or to receive a copy of the solicitation. Closing date and time for receipt of response is 17 April 2012 at 4:30 p.m. E-mail responses are preferred and may be sent to Crystal.G.Taber@uscg.mil. Please indicate HSCG38-12-I-800005 in subject line. Responses may also be mailed to the following address: USCG ALC 1664 Weeksville Road SRR Building 75, HSCG38-12-I-800005 Attn: Crissy Taber Elizabeth City, NC 27909
