Description
Contracting Office Address Department of the Navy, Naval Air Systems Command. 21847 Great Mills RD, BLDG CAB III, Suite B, Lexington Park, MD 20653 Description Commander Naval Air Forces has a requirement for Aerial Refueling Tanker services with Dual Offload capability. The CAS-Tanker contract (inclusive of this additional requirement) will provide aerial refueling on Navy and FMS aircraft, including the F/A18A-G, EA-6B, S-3B, and AV-8B aircraft, for major exercises, various Fleet training support, and for extended flights between squadrons and the transport of new production aircraft to FMS customers. The requirement is for approximately 3000 aircraft flight hours. Minimum aircraft performance characteristics include dual offload capability with speed of 400 knots true airspeed (KTAS), range of 5000 nautical miles, ceiling at least 35,000 feet, and fuel offload capable of 110K lbs. All aircraft must be certified by the Federal Aviation Administration (FAA) and possess flight clearances for aerial refueling of the specific Naval aircraft from the NAVAIR Airworthiness Office (AIR- 4.0P). The estimated period of performance of the contract will be June 2012 - June 2017, including all options. It anticipated this additional requirement will be added via modification in August 2012. The Government intends to award a base plus four option periods, sole source contract modification, for approximately 3,000 aircraft flight hours commencing on or about August 2012, to Omega Aerial Refueling Services (OARS), 700 North Fairfax St., Suite 306, Alexandria, Va, 22314, using authority under FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.
