- Description of Desired Service This is a Market Survey / Request for Information (RFI) and capability assessment for Combined Air Route Surveillance Radar (CARSR), Printed Circuit Board (PCB) data migration services. The CARSR system, currently being developed by Raytheon-Canada under a separate FAA contract, will have the Very High Speed Integrated Circuits (VHSIC) Hardware Description Language (VHDL), electrical schematics, and physical circuit card layouts done in the DxDesigner/PADS suite of tools developed by Mentor Graphics. Mentor Graphics, the original software developer, is the only known source capable of providing system experts on the conversion process. This data migration effort is essential in providing the FAA the data provided by Raytheon-Canada for the PCBs within the CARSR in a format that is sustainable in the future for maintenance and modification support. The responses to this Market Survey / RFI will be used for (Informational Purposes Only). Proprietary information will be protected if appropriately marked. This is not a screening information request or request for proposal of any kind. This announcement is not intended to guarantee procurement of a service and shall not be seen as a commitment by the Government to enter into a contract. The FAA is not seeking or accepting unsolicited proposals. The Federal Aviation Administration (FAA) will not pay for any information received or cost incurred in preparing the responses to this market survey or activities contained herein. Therefore, any costs associated with this submission are solely at the interested vendor's expense. If you are unable to submit electronically, please send at least two copies by the indicated deadline to: Federal Aviation AdministrationAttention: Eric Washington, Contracting Specialist800 Independence Avenue, SW, Room 509/J-8, Washington, DC 20591 The purpose of this market survey is to solicit statements of interest and capabilities from large businesses, small businesses, service-disabled veteran-owned small businesses and 8(a) certified firms, capable of providing such services stated herein. Potential Procurement Details At this time the nature of the competition has not been determined. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. The market survey responses will provide information for the FAA to consider in choosing its procurement method. The NAICS code for this procurement has not yet been determined, but the procurement was solicited via NAICS code 541511 (Custom Computer Programming Services) by the FAA. To assist the FAA in its acquisition planning, interested firms are requested to provide the following information: 1. Capability Statement - This document should identify: Type of similar services provided by your firm, Size and type of similar services provided by your firm on previous contracts (elaborate and provide detailed information and past performance), Number of years in business, Proof of rights certificate from the Original Equipment Manufacturer to DxDesigner/PADS suite of tools. 2. Expected programmatic approach (in-house, teaming, subcontracting, etc.) - Respondents must provide their strategy for accomplishing this work, including the percentage of work that will be done by eligible small, service-disabled veteran-owned and 8(a) certified businesses. 3. Business Declaration form (See Attached).4. Small Business Administration (SBA) 8(a) Certification letter, if applicable. How to Respond to this RFI The following timeline applies for inquiries and responses to this RFI: 1. Vendor submittal must be received no later than 10:00 A.M., EDT on March 29, 2012.2. Contracting Officer will respond to vendor inquiries / questions (Until March 23, 2012). 3. Vendor questions must be received via e-mail no later than 10:00 A.M., Eastern Standard Time (EST) on March 23, 2012. Questions and Comments The Government welcomes questions regarding this Market Survey / RFI. Questions and comments will be accepted by the Contracting Officer via e-mail until March 23, 2012; no other form of questions or comments will be accepted. Responses to the questions and comments will be publicly posted to the FAA contracting opportunities website.
