Description
This is a notice of intent to enter into a sole source contracts with the firms below in accordance with FAR 6.302-1. The Federal Emergency Management Agency (FEMA) seeks to place a "bridge contract" in effect with the two current contractors not to exceed 12 months; which will provide for the uninterrupted inspection capability that is a critical part of the Robert T. Stafford Act. The results of inspections is the key information source used to determine disaster victim eligibility for financial grant assistance The "bridge contract" is set up with a base period of 3 months and three 3 month options to provide the flexibility to allow FEMA time to enter into a new contract using competitive procedures. FEMA believes that this contracting action is appropriate because there are no other sources whose services will satisfy the Agency requirements. The recommended contractors are: Alltech Inc. - 465 Springpark Place, Herndon, Va. 20170-5227 Partnership for Response & Recovery - 8401 Arlington Blvd, Fairfax, VA 22031-4666 Place of Performance: All work shall be performed at locations affected by natural disasters, OCONUS & CONUS These contracts supports the FEMA Individual Housing Program by providing for the collection and reporting of information gathered by on-site inspection and verification or by other means approved by FEMA (e.g. Inspector manned phone banks, aerial imagery, or tax data). FEMA and the States determine the type and amount of disaster assistance based on this information. The data collected includes but is not limited to : •Ø the extent of real property damage to the home; •Ø how the habitability of the home has been affected; •Ø verification of ownership, occupancy and insurance information; •Ø the extent of damages to personal property and vehicles; •Ø tarp inspections; •Ø photos of residential damage; •Ø information regarding other disaster expenses and needs; •Ø "sweep inspections" •Ø Multi-family and private road and bridge access issues •Ø customer service surveys; •Ø Mobile home site inspections, pre-placement interviews and post-disaster assessments. This work is primarily to verify that a property is suitable for a temporary disaster housing unit such as manufactured home, mobile home, travel trailer, and/or other readily fabricated housing; and verification of placement sites such as private, commercial and group sites. The site Inspectors should be knowledgeable in areas of manufactured housing and site development, installation inspection, and minor maintenance. All responsible sources may submit a capability statement proposal or quotation, which will be considered by FEMA.
