- Subject: Request for Information (RFI ) for Warfighter Information Network-Tactical (WIN-T) Increment 1 (Inc 1) Support Services. This Request for Information (RFI) is issued solely for planning purposes - it does not constitute a Request for Proposals (RFP) or a promise to issue an RFP in the future. This RFI does not commit the U.S. Government to a contract for any supply or service whatsoever. Furthermore, the U.S. Government is not at this time seeking proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI and all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any RFP, if one is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. The United States Army, Army Contracting Command, Aberdeen Proving Ground, intends to extend Contract W15P7T-07-D-K001 for a period of one year until a new, competitive, sustainment contract can be awarded under full and open competition. Contract W15P7T-07-D-K001 was awarded on 28 September 2007 as a three (3) year, Firm-Fixed-Price (FFP)/Time and Materials (T&M), Indefinite Delivery Indefinite Quantity (IDIQ) contract with two (2) One-Year option periods for the acquisition of Warfighter Information Network-Tactical (WIN-T) Increment 1 (Inc 1) equipment and support services. Both options have been exercised and the ordering period of the second option will end on 27 September 2012. WIN-T Inc 1 is an automated communications networking system that provides voice, data and video communications to the Warfighter. General Dynamics, C4 Systems (GDC4S) is the manufacturer/system integrator and currently provides production and support services for the WIN-T Inc 1 system. Though the Government possesses performance specifications for this system, GDC4S is the only known source that has the design and technical knowledge needed to build, sustain and support this equipment at this time. The ACC-APG Contracting Center is conducting market research to determine if other sources are available that can provide the required level of technical support of the WIN-T Inc 1 system for an ordering period of one year starting on 28 September 2012, until the new competitively awarded contract is in place. This support will be on a Firm-Fixed-Price and Cost-Plus-Fixed-Fee basis. Scope: The scope of this effort includes providing all services required to support the WIN-T Inc-1 network equipment and systems. In addition, the scope will include limited production and integration of equipment. Description: The WIN-T Inc 1 system of systems is manufactured by GDC4S, 400 John Quincy Adams Road, Taunton, MA, 02780-1069, who possesses all manufacturing technical data. The WIN-T Inc 1 system of systems is assembled using the following network equipment: Regional Hub Node; Tactical Hub Node; Joint Network Node Variants, Single Shelter Switch Variants, Battalion Command Post Nodes and Access cases. Services to be provided include system and network architecture engineering; sustainment services including interim contractor support, reset, field service support, maintenance support, configuration management and post deployment software support. WIN-T Inc 1 systems are currently fielded worldwide and therefore offerors must be able to provide these engineering and support services at CONUS and OCONUS locations. Other services that may be ordered during the extended ordering period include integration; installation and assembly; and development and implementation of system upgrades/changes. The contractor shall also provide technical, programmatic, and engineering management support services to include participation in working groups and program reviews and membership on Integrated Product Teams (IPTs) such as an Engineering IPT which can impact the technology and effectiveness of the WIN-T Inc 1 system. All submissions in response to this RFI shall include company names, Point of Contact to include, name, position, telephone number and email address. Submissions shall also provide a description of the technical qualifications of the company and their capability for supporting the WIN-T Inc 1 systems worldwide. It is imperative that the Government obtains seamless support and consequently any response to this RFI must demonstrate the company's ability to provide seamless support of fielded systems to include details on the company's worldwide infrastructure that would enable the company to fully support the WIN-T Inc 1 systems on 28 September 2012. Additionally, respondents must provide details on their ability to perform limited production and integration efforts recognizing that the Government cannot provide interested sources with technical data needed to produce WIN-T Inc 1 systems. Interested parties are encouraged to respond to this RFI on or before 04 April 2012, 1600 Eastern Daylight Time. All responses shall be transmitted electronically to the Contracting Officer.
