Description
The contract ceiling for the original contract awarded on 1 Jul 09 was $32,000,000.00. This modification increased the contract ceiling to $51,244,348.00, an increase of $19,244,348.00. The best-estimated quantity (BEQ) for Option 2 increased from 4 EA to 15 EA in accordance with a J& A amendment approved on 26 Aug 11 (STATUTORY AUTHORITY: 10 U.S.C. 2304(c)(l) as implemented by FAR 6.302-1, Only One or a Limited Number of Responsible Sources, and No Other Supplies or Services Will Satisfy Agency Requirements.) No funds were obligated on this modification. The increase in the contract ceiling and quantity is due to recently discovered aileron hinge bracket cracks developing on C-5 fleet causing fuel leaks. Original Post Award Synopsis: This contract action is 95.19 percent time and material (T&M) and 4.81 percent firm fixed price. A T& M type pricing arrangement was used because each repair cannot be estimated with any reasonable degree of confidence. The award was sole source because Lockheed Martin, Cage 98897 is the only known source that can provide the required unique contractor owned special support equipment, specialized test sets, skilled personnel, data and facilities to fully enclose up to four C-5 aircraft at a time. In addition, Lockheed is the only source for major repairs to primary structural damage identified on the C-5 aircraft that requires the use of Lockheed Martin Proprietary Stress Memo Manual, Durability and Damage Tolerance Analysis (DADTA) and related engineering design and test data system, which Lockheed Martin has proprietary rights to its engineering design and test data systems.
