Description
The NOAA requires 10 additional Hewlett Packard (HP) Proliant DL385 G7servers to replace malfunctioning servers. The statutory authority for limiting competition is: FAR 16.505(b)(2)(ii): Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized. This requirement is for servers that will be used by the National Severe Storms Laboratory within the Warning Decision Support System-Integrated Information (WDSS-II) and National Mosaic & Mulit-Sensor QPE (NMQ) farm and the NSSL Mail Server. NSSL has standardized on the products manufactured by HP for these operational units in order to facilitate increased efficiency in managing IT resources. The servers specified in this solicitation will be used for to add capacity for doing the 10 year reanalysis of data, and will later be assimilated into the farm for real time critical data ingest. Sole make and model assures compatibility with existing HP servers in addition to providing known IO performance to address critical data ingest needs. NSSL has tested other servers and selected HP as the server that met or exceeded their technical requirements for performing the processes that they require with the highest efficiency. There are therefore many HP servers in the server farm currently. HP has a standardized configuration and NOAA has all their log tail, training, skill sets, management, and other support established to support the use of HP servers. Not all computers are interchangeable and interoperable. By procuring another brand there is a significantly increased risk of incompatibility between the disparate systems that could result in extended downtime as the interoperability issues are resolved or a failure of the system.
